Job Summary

Surrey’s Feeding Futures Department offers a variety of breakfast, snack and lunch program options across the Surrey School District including on-site food preparation and/or meals prepared and delivered in collaboration with external partners. Department budget is $8.7 million annually and staffing includes various job classifications operating in a dynamic multi-union environment.

The Manager, Feeding Futures - Business Operations , will work in conjunction with the Manager of Feeding Futures - Food and Nutrition (who sets menus and ensures food quality and safety), and will report to the Associate Director, Food and Community Programs. The Manager, Feeding Futures - Business Operations will direct, coordinate and be responsible for the effective business operations of the department’s food preparation and delivery programs including:

Budget setting and expense tracking

Designing and conducting detailed monthly and annual reporting

Developing and maintaining a detailed asset management program; manage ordering, delivery, installation of all commercial and residential kitchen equipment across our 125 sites.

Analyzing, writing, negotiating and coordinating vendor contracts, Requests for Proposal, vendor proposals

Identifying efficiencies through technology and software solutions and coordinating new technology projects from concept to implementation

Propose changes to department policy and procedures to align with updated goals, operations, approaches and industry and ministry regulations

Share responsibility for Human Resource coordination for the department

Ensuring compliance with purchasing, HR, risk, audit, regulatory and licensing standards, and food safety guidelines and protocols

Managing, assessing, auditing, ensuring food quality and safety and effective operations of the district’s 21+ secondary kitchens and overseeing meal program operations at secondary schools

Responsibilities

Make recommendations regarding operating budgets and monitor and adjust expenditures by being responsible for cost-effective purchase of supplies and services within approved operating limits; receive supplies, resolve discrepancies with suppliers; minimize food spoilage, loss and waste; and monitor and maintain inventory for all support service supplies.

Consult, design, monitor and arrange for maintenance, repair, replacement, and disposal of equipment for all Feeding Futures operations including domestic and commercial appliances and district wide preventative maintenance and replacement strategies. Liaise with Capital Planning Office and District Facilities Management, as required, to ensure all equipment installations are compliant with municipal building codes and SD36 standards.

In conjunction with the Manager, Feeding Futures-Food and Nutrition, manage, develop and implement technologically advanced systems to streamline operations including, but not limited to, POS systems, payment processing options, internal ordering systems for school meal programs, inventory tracking, and revenue and expense tracking. Develop and direct educational programs for staff to ensure that new technologies and processes are integrated into job routines.

In conjunction with the Manager, Feeding Futures-Food and Nutrition, responsible for the human resource management in a multi-union environment in accordance with the Surrey School District human resource policies and procedures and the applicable collective agreements which includes recruitment and orientation, work scheduling, staff training, payroll functions, performance evaluations and attendance management.

Responsible for conducting accident/injury reports for support services and maintenance in compliance with WorkSafe BC regulations and for liaising with external agencies/stakeholders with regards to attendance management, WorkSafeBC and Graduated Return to Work programs.

Coordinate the daily activities of support services to ensure a high standard of product and service in compliance with legislative and regulatory acts governing food and nutrition services in schools including but not limited to Canada’s Food Guide, BC Ministry of Education Guidelines for Food and Beverage Sales in BC Schools, and School Meal and School Nutrition Program Handbook.

Assist in the development, implementation, evaluation and compliance of maintenance, food safety, and support service policies and procedures, standard operating procedures, safety data sheets and reporting systems to ensure compliance with applicable legislations and regulations and standards.

Assist in the management of internal food preparation and external food services to ensure consistent high-quality production outcomes utilizing standardized operating procedures, industry standards, related internal policies and procedures and external regulations and standards such as Food Safety and HACCP.

Establish and maintain Food Service Audit programs to ensure compliance with the required standards, and quality assurance.

Act as the designated Manager-On-Call, as needed.

Perform other duties as assigned.

QUALIFICATIONS

Education & Experience

Bachelor’s Degree required, with preference in the areas of Commerce, Business Administration, Hospitality or Hotel Management with five (5) years or recent related experience. Equivalent combination of education, training and experience with key business operations and administration experience along with experience in the Food industry will be considered.

Five (5) years’ experience of proven leadership in a large-scale, business function (finance, procurement, asset management or related work function), ideally unionized environment is an asset.

Completion of Level I Food Safe Certificate.

Driver’s License and access to a vehicle is required.

Knowledge, Skills, Abilities

Excellent interpersonal, verbal and written communication skills with the ability to communicate and build trust with a variety of stakeholders.

A thorough and practical understanding of, and experience with business functions including financial management, procurement, asset management, human resource management, risk and communications, and related areas, is required.

The salary range for this position is $101,086 to $126,357 per year with comprehensive benefits package and Municipal Pension.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
