Job Summary

Reporting to the Associate Manager, Recruitment, the Recruiter is responsible for supporting, developing and implementing effective recruitment strategies and techniques to meet the district’s diverse staffing needs.

To support the growth of the organization and the achievement of the strategic plan, the role consults and collaborates with district leadership to proactively build talent acquisition strategies and provide timely support and response to identified recruitment needs. As a member of the recruitment team, the Recruiter works closely with various HR colleagues to contribute to the overall success of the district’s recruitment and onboarding efforts.

Responsibilities

Collaborates with department leaders on their strategic and proactive recruitment needs; identifies and matches vacancies with ideal candidates and applies innovative recruiting strategies and techniques to proactively source, engage and evaluate potential candidates to fill positions.

Consults with the hiring manager to develop customized recruitment plans and sourcing strategies. Advises and guides the hiring team through each step of the process to ensure alignment with best practices and compliance with legal, policy, and collective agreement requirements.

Provides timely, full cycle recruitment support, including but not limited to sourcing, screening, interviewing, assessing and presenting a diverse and high-quality pool of candidates to the hiring manager.

Develops a strong pool of qualified candidates utilizing various methods, including postings on various job sites, advertising campaigns, networking, career fairs, social media and other strategies to increase accessibility.

Works collaboratively with HR colleagues to ensure high level of HR services to department leaders and applicants throughout the process, ensuring appropriate consideration and adherence to relevant compensation structures.

Acts in alignment with employment branding initiatives in recruitment-related processes and activities that support the district’s strategic objectives.

Oversees and maintains external posting process, including applicant tracking and database management.

Coordinates and participates in recruitment events and career fairs; prepares and facilitates information sessions and presentations for post secondary institutions and other external agencies.

Maintains recruitment metrics and regularly evaluates the effectiveness of recruitment strategies to recommend improvements, as needed. Develops and provides resources and tools to support effective selection practices.

QUALIFICATIONS

Education & Experience

Bachelor’s degree in Human Resources, Business Administration or a related discipline. Three (3) to five (5) years’ experience in full cycle recruitment, including proactive candidate sourcing and behavioral interviewing techniques. Experience in a large, unionized environment an asset.

COMPETENCIES

Proficient knowledge of Human Resources concepts, practices, methods and techniques, with emphasis on recruitment.

Strong working knowledge of candidate sourcing tools and networking techniques.

Strong analytical skills to review and assess applicants through a proactive accessibility, diversity, equity and inclusion lenses to ensure a positive experience for all candidates.

Demonstrated commitment to inclusion and belonging and building a caring and respectful workplace.

Strong problem solving skills along with sound judgement to assess and resolve/escalate issues.

Strong interpersonal skills to develop and maintain relationships with all levels of management, candidates, employees and other external sources.

Ability to interpret and apply the relevant language of collective agreements and of relevant policies, regulations and legislation.

Strong verbal and written communication skills and presentation skills.

Strong time management and organizational skills.

Ability to work collaboratively in a team or individually with minimal supervision.

Proven ability to display tact, diplomacy, good judgment and confidentiality with highly confidential and sensitive applicant and employee information.

The salary range for this position is $78,856 to $98,570 per year with comprehensive benefits package and Municipal Pension.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
