THE OPPORTUNITY: PAYROLL OPERATIONS SUPPORT

(TECHNICAL & RESOURCE SUPPORT E)

In this position, you will:

Define, establish and implement systems and project control procedures.

Mitigate significant organizational risk for overdrawn leave plans and overpayments.

Investigate, troubleshoot and clear time and labour errors in a deadline driven work environment.

Run queries and validate results.

Analyze and determine corrective business process that compromises the integrity of the comp leave table.

Determine when an issue needs to be escalated to Functional Advisor.

Provide direction and training to other members of Payroll/Benefits team.

Working closely with the Payroll and Benefit Supervisors, process multi payroll, process backup, and audit work and internal processes.

Provide reporting from time & labour division, accounting, ministry or adhoc requests.

Maintain documentation and training materials to ensure consistent application of business processes.

Keep up to date on employment standards and collective agreement changes.

Plan, assign and supervise the work of a small group of subordinate staff in a team environment.

Respond to escalated concerns from employees, administrators or other payroll staff.

Compile, review and monitor statistical reports, statements and summaries related to pay and benefits accounts.

Identify and resolve all payroll discrepancies.

Develop or implement Payroll policies, procedures or processes as required.

Prepare payroll related filings and supporting documentation, such as year-end tax statements, pension, Records of Employment and other statements.

Provide technical and resource support to the Division.

Perform other work within the job band as assigned.

QUALIFICATIONS

Completion of Grade 12 plus a Diploma in Accounting or Business Administration

Must have a Payroll Compliance Practitioner (PCP) designation from the Canadian Payroll Association (CPA).

Minimum of seven (7) years of experience in payroll and accounting.

Working experience in end-to-end payroll cycle and timekeeping is required.

Sound knowledge and experience in validating and auditing large amounts of data to ensure leave balances are not overrun.

Experience in investigating, troubleshooting and identifying system or business process problems, reconciliation and maintaining payroll schedules, cut offs and deadlines required.

Candidates must possess sound judgement, independent decision-making, problem solving and strong communication skills.

Proficiency in Peoplesoft HCM Payroll for North America is preferred.

Experience with large HCM or other large integrated system (e.g. SAP, Kronos) required.

Must be able to meet the following assessments: Excel (+80%), Accounting and Payroll.

Must have or be willing to obtain supervisory skills training.

COMPENSATION

The salary for this position is $46.37/hour, 7 hours/day ($84,393.40 annually) plus a comprehensive benefits package, including Municipal Pension Plan, Vancouver Employee Savings Plan, Extended Health, Dental, Group Life, Long Term Disability, Vacation, & Gratuity Days.

This position is 100% in-person/in-office at the VSB Education Centre (1580 West Broadway)
