Description
S.i. Systems enterprise public health client's facilities group is running a Request for Solutions (RFS) for Long Term Care services. They are seeking a Senior Procurement Specialist to act as RFS Evaluation Manager to run the Request for Solutions process for Long Term Care Services. Reporting to Director of Facilities Management Procurement.

MUST HAVE SKILLS
- Extensive public (government) procurement experience in major capital health care projects
- Experience designing and executing evaluation processes while leading multiple stakeholders working groups and evaluation streams.
JOB DUTIES AND PROJECT BACKGROUND:
This RFS will be issued to a shortlisted of service providers who were successfully selected through a prior Request for Qualification (RFQ) process.
To support this process, FHA is seeking an Evaluation Manager to oversee and manage the RFS evaluation process, ensuring it is conducted thoroughly, fairly, and in alignment with established criteria. Report to the RFS Executive Steering Committee, the Evaluation Manager will ensure the process is executed effectively, transparently, and in compliance with applicable policies and guidelines. The responsibilities include but are not limited to the following:
1. Document Development
- Collaborate with Health Authority stakeholders and subject matter experts, including legal advisors and fairness advisors, to develop the RFS document.
2. Evaluation Framework
- Develop the RFS evaluation process, including creating an Evaluation Manual outlining criteria, procedures, and scoring methodologies.
3. Evaluation Committee Formation
- Work with the Procurement Director and Project Director to establish the Evaluation Committee and confirm participation of all committee members.
4. RFS Issuance
- Manage the issuance of the RFS to shortlisted proponents, ensuring timely and accurate dissemination.
5. Data Room Management
- Create and manage a secure RFS data room to facilitate proponent access to project information.
6. RFI Management
- Oversee the Request for Information (RFI) process, including maintaining and updating the RFI log.
7. Proponent Meetings
- Manage all proponent meetings, ensuring logistical arrangements are in place.
- Coordinate with the fairness advisor to ensure discussions are fair, open, and transparent.
8. Closing and Completeness Review
- Manage the RFS closing process, including reviewing submissions for completeness and compliance with requirements.
9. Evaluation Committee Oversight
- Oversee relationships with all Evaluation Committee members, including advisors and evaluators, to ensure alignment and effectiveness.
10. Evaluation Meetings
- Manage and oversee all evaluation meetings, ensuring consistency with established evaluation criteria and processes.
11. Proponent Interviews
- Organize and manage proponent interview meetings, including arranging logistics, confirming participants, and preparing meeting agendas.
12. Evaluation Report
- Prepare a comprehensive evaluation report for review and approval by the Executive Steering Committee.
13. Preferred Proponent Announcement
- Facilitate the announcement of the preferred proponent following the evaluation process.
14. Contract Negotiation and Execution
- Facilitate contract negotiations with the preferred proponent and ensure timely execution of the agreement.
15. Proponent Debriefings
- Manage and document proponent debriefing meetings to provide feedback and ensure transparency in the evaluation process.
