Description
Our valued public sector client requires the services of a Senior Strategic Advisor (10+ years) to provide expertise in the development, analysis, evaluation, and implementation of an HR to Pay program.
The Human Capital Management Solutions Branch (HCMSB) is responsible for the overall technical direction of the HR and pay program. HCMSB's Enterprise Program Management includes vendor management, enterprise architecture, and the development of implementation options to advance solutions for the current and future human resources and pay systems for the Government of Canada.
Responsibilities:
- Providing oversight function and strategic advice on sensitive issues related to the overall portfolio of the HCMS Enterprise Program Management branch, including on project design, transformation and contracting practices
- Consolidating reporting to plan, manage, monitor and provide visibility to HR to Pay Senior leadership. Identifying, risks related to HR to Pay IT plans, deployment strategies, projects and operational initiatives and assist in timely decision making.
- Establishing and evaluating methodologies and frameworks for operational readiness and to transition enterprise IT projects to IT operations;
- Advising HR to Pay Senior leadership on the design and implementation of risk and decision assessment methodologies and frameworks in accordance with Treasury Board Secretariat policies, guidance, directives, and governance
- Providing leadership advice for effective stakeholder engagement for HR to Pay IT projects and initiatives;
Must haves:
- 10+ years Business Process experience
- 7+ years experience delivering strategic advice and oversight for program management in the public sector
- 7+ years leading teams in delivering the design and development of complex transformation plans and solutions.
- 7+ years experience at the Executive level in developing a broad range of processes and policies in a transformation environment.
- 3+ years experience delivering strategic advice and oversight for HR and pay program management and development of HR and pay solutions to public sector organizations at the Senior Executive level.
- Enhanced Reliability Clearance

- University Degree/ Diploma/ Relevant Certification
- 3+ years experience leading teams in delivering the design and development of complex Human Resources and pay transformation plans and solutions
- 3+ years experience in developing a broad range of processes and policies in a Human Resources and pay transformation environment
