Senior Manager of Human Resources Services - SA-2024-09-23-01

Trillium Lakelands District School Board is seeking an outstanding leader who inspires educational vision, in anticipation for an opening for a Senior Manager of Human Resources Services .

The Board operates a strong, progressive system with approximately 2,000 staff members and 16,000 students from JK to grade 12, including forty-one elementary schools, seven secondary schools, adult and alternate education learning, and virtual learning. Trillium Lakelands District School Board is centrally located in the province with urban and rural areas offering spectacular scenery, a wide variety of four-season sporting activities, as well as cultural and post-secondary educational opportunities.

Location: Lindsay, ON and surrounding area.

Please note that travel throughout the TLDSB area will be required. Access to reliable transportation is required.

Start Date: December 2, 2024

Salary: $139,778 plus pension and benefits.

Summary of duties:

Reporting to the Superintendent of Human Resources Services, and as a member of the department management team, the Senior Manager of Human Resources Services is responsible for the shared effective leadership of the department’s staff and related service delivery. The Senior Manager ensures the Board operates in accordance with all legislated requirements, governing policies and procedures, and collective agreements.

The Senior Manager is responsible for:

Management of employee and labour relations related matters and strategies, acting in an advisory capacity for the development and application of collective agreements;

Managing the grievance and arbitration processes;

Supervising and providing guidance to the Attendance and Disability Management Team;

Overseeing WSIB and Benefits management;

Supporting the workplace investigation process including conducting workplace investigations;

Providing advice and guidance on performance related issues and appraisals;

Ensuring that the Board is adhering to all legislated Human Resources related compliance requirements.

The Senior Manager of Human Resources Services is responsible for contributing to the TLDSB Mission Statement “Better together in a safe and caring learning community” and supporting the work of the Board’s Strategic Plan.

Skills, Abilities, Qualifications, and Knowledge

Reporting to the Superintendent of Human Resources Services, the successful candidate must on an ongoing and consistent basis demonstrate effective knowledge and practice of:

GENERAL:

Develop and promote a shared vision working with various dynamic teams;

Demonstrate leadership and experience with labour relations;

Provide focused policy planning and implementation;

Promote equitable practices which value inclusion and diversity;

Apply a high level of professional judgment and decision making, tact, diplomacy and confidentiality in work related and work impacted engagements;

Demonstrate problem solving, facilitation, outstanding clear communication and presentation skills (both verbal and written);

Balance and manage multiple competing interests and priorities in an ever changing environment.

ROLE SPECIFIC:

Provide innovative and fundamentally sound strategic advice in the areas of human resources and labour relations, including: grievance resolution (informal and formal); administration and interpretation of collective agreements, policies and procedures; employment contracts; and actively participate in the negotiation of collective agreements;

Bring a comprehensive understanding of relevant employment legislation and regulations, including: Employment Standards Act, Ontario Labour Relations Act, The School Boards Collective Bargaining Act (SBCBA), Occupational Health and Safety Act, Workplace Safety and Insurance Act, Ontario Human Rights Code, Pay Equity Act, Accessibility for Ontarians with Disabilities Act, the Education Act; and any statutes and regulations governing the operation of elementary and secondary schools, including the school year calendar, class size, instructional time, hiring practices etc.;

Demonstrate strong analytical, research ability in preparing arbitration cases and for conducting workplace investigations;

Facilitate performance appraisal processes for all categories of staff including the ability to coach and assist managers to have difficult conversations, manage performance, mentor, etc.;

Oversee the Board’s disability management program, including attendance support, collaborating with HR staff, managers, union representatives, and employees in accommodation and disability related cases as required;

Oversee the management and initiatives relating to the Board’s Occupational Health and Safety and WSIB obligations;

Oversee the job evaluation/classification systems and processes to ensure consistency, as well as compliance with pay equity legislation across the organization;

Identify potential areas of compliance risk across the system and support the development of mitigation strategies.

Minimum qualifications and position requirements:

Education

A four (4) year University degree in Human Resources Management, Industrial Relations or related discipline.

Experience

Minimum ten (10) years of progressive experience in Human Resources, including extensive labour relations experience in a multi-union environment.

Minimum three (3) years of Human Resources leadership and management experience.

Preferred experience and qualifications:

Education

Currently Certified Human Resource Professional (CHRP) or Certified Human Resources Leader (CHRL) designation.

Graduate Degree in a related discipline (e.g. Masters of Industrial Relations, Masters of Education, etc.).

Experience

Experience working in Human Resources in the education sector (K-12).

Working knowledge and application of the School Boards Collective Bargaining Act, specifically actively participating in the bargaining process.
