About the position

Under the supervision of the Construction Supervisor, you are the owner’s representative in the supervision of construction and major renovations. You must ensure that work is done in compliance with safety standards, drawings and specifications, budgets and timelines.

Responsibilities

  • Coordinate the work delivered by all on-site stakeholders (professionals, laboratories and specialized firms);
  • Perform adequate inspection of work done and handle coordination involving various stakeholders;
  • Maintain a daily log of all on-site activities and provide a weekly progress report on work done;
  • Take an active part in on-site meetings;
  • Depending on the type of contract with the contractor, obtain construction work estimates from designated contractors and/or organize on-site visits during calls for tender;
  • Coordinate work planning by contractors (e.g., timelines, personnel required, tools, bulk materials);
  • Ensure that construction materials received are compliant;
  • Support the procurement group in the choice of suppliers (services and materials);
  • Be responsible for the mobilization of contractors: installation of equipment, trailers, welders, etc.;
  • Prepare work plans and proactively identify on-site problems to keep costs down;
  • Approve the contractors’ time sheets and follow up on fixed-price contracts;
  • Initiate major changes and negotiate extras in collaboration with the project manager;
  • Coordinate quality control and follow up on installation problems with the contractors;
  • Coordinate the performance of work with Terminal operations and maintenance;
  • Coordinate the acquisition of work permits with operations and ensure that safety equipment is provided, if necessary;
  • Manage the preparation of temporary conduits, if necessary;
  • Oversee contractors on the issue of on-site safety;
  • Help prepare incident/accident reports and follow up with the health and safety coordinator;
  • Provide technical expertise relating to project constructability (3D review, HAZOP review, constructability review, estimates, etc.);
  • Take part in detail design meetings to improve drawings and specifications;
  • Help with the preparation of capital budgets.

The incumbent must be willing to travel to Valero’s various sites, as required.


Qualifications
  • Training in a relevant field combined with appropriate professional experience to demonstrate the competency needed for this position;
  • 8 to 10 years’ experience in the construction industry;
  • Knowledge of the industrial field;
  • Functional bilingualism both orally and in writing;
  • Ability to manage priorities, adhere to timelines and manage pressure in a changing working environment;
  • Excellent communication skills;
  • Demonstrated leadership capabilities.

However, knowledge of English is considered necessary for performing the tasks of this position.  The individual in this position will be required to review documents and interact both verbally and in writing with colleagues at the head office in Texas or in other Canadian provinces, or with various stakeholders such as customers, suppliers, unilingual anglophone business partners.
