Vancouver Coastal Health is looking for a Manager, Talent Acquisition to join the Executive & Medical Staff Talent Acquisition Team.

Reporting to the Director, the Manager of Talent Acquisition is responsible for executing a recruitment strategy that standardizes and streamlines processes, procedures, and guidelines. This includes setting both short- and long-term goals to maximize opportunities for attracting and retaining top talent at Vancouver Coastal Health (VCH) and ensuring that industry best practices and innovation are integrated into all aspects of recruitment services. The Manager leads, supervises, and provides daily work direction to the team, as well as maintains their own portfolio of requisitions, offering expert advisory support throughout the recruitment process for executive level positions. This includes requisitioning, posting, pre-screening, shortlisting, interviewing, referencing, and extending employment offers. The Manager also leads the development and roll-out of new recruitment guidelines, tools, services, and systems to streamline application processes, while championing continuous process improvement initiatives. Additionally, the Manager maintains statistical data and reports on recruitment activities, contributes to budget planning for the department, and monitors expenditures, reporting any variances. They represent the department in health authority-wide projects, initiatives, and working groups, offering recommendations and decisions on behalf of the Director.

As a Manager, Talent Acquisition with Vancouver Coastal Health you will:

  • Develop and executes recruitment goals and objectives that consider emerging trends and which align with the vision and strategic direction of Employee Engagement and VCH.
  • Plan, deliver, monitor and evaluate recruitment process improvement initiatives that streamline and standardize processes, procedures and reporting and which increase productivity, efficiency and effectiveness; Oversees continuous process improvement initiatives.
  • Identify, advocate, and implements new technology or enhancements to existing technology to optimize opportunities and enhance data and reporting. Maintains statistical data and reports on recruitment activities such as job vacancies and postings.
  • Coordinate the development and implementation of new recruitment guidelines and/or initiatives, as well as the development of tools, services and systems to promote efficient application processes across VCH.
  • Responsible for budget planning, forecasting, analysis and tracking for recruitment, including monitoring expenditures, and investigating and reporting on variances.
  • Oversee and provides advisory services to all client departments, and leads and oversees and department that is involved in all stages of the recruitment process, including requisitioning, posting, prescreening, short-listing, interviews, reference checks, and employment offers.
  • Provide guidance and advice to leaders/managers/directors on recruitment issues such as job posting processes and the recruitment of applicants to fill job vacancies, including information on organizational policy and collective agreement requirements. Reviews and updates hiring practices to ensure compliance with legal and statutory obligations.
  • Participate on designated hospital committees/teams and approved research projects as assigned.
  • Performs other duties as assigned.
Qualifications

Education & Experience

  • Bachelors degree in a related field plus a minimum of seven (7) years’ of progressively responsible recruitment and leadership experience in a large, multi-discipline unionized environment, preferably health care, or an equivalent combination of education, training and experience.
  • Certified Human Resources Professional designation or equivalent is an asset.

Knowledge & Abilities

  • Demonstrated leadership and ability to foster a motivating, respectful and encouraging environment.
  • Demonstrated knowledge and interpretation of organizational policies and procedures, and collective agreement requirements related to job vacancies and postings.
  • Demonstrated ability to effectively lead in the identification of service priorities for achieving operational goals/objectives, including the development of tools, services and systems to promote efficient application processes.
  • Demonstrated ability to effectively utilize both verbal and written communication skills when obtaining information, providing routine advice/information and otherwise communicating electronically, verbally and in written format.
  • Effectively leads at team to support organizational goals and objectives through effective recruitment procedures and practices.
  • Effectively develops working relationships with leaders/managers/directors to support recruitment processes.
  • Utilizes analytical skills to maintain statistical data and report on department activities.
  • Applies effective time management skills to prioritize assignments, schedule activities, optimizes effectiveness and maintains service levels.
  • Physical ability to perform the duties of the position.
  • As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks.
