Job Summary

Come work as a Talent Acquisition Representative with Vancouver Coastal Health (VCH)!

Reporting to the Manager, Internal Talent Acquisition, the Talent Acquisition Representative facilitates the hiring of internal and external staff from the initial posting of positions, selection guidance, to file closure. Receives and reviews a variety of employment applications and ensures completeness and accuracy. Screens applicants to make selection recommendations. The Representative provides guidance and advice to Managers and Directors regarding recruitment best practices, posting and recruitment requirements, collective agreement language and labour relations interpretation. Determines salary placement in accordance with collective agreements and hiring practices. Assists with the writing and placement of advertisements of vacancies & coordination of job fairs. Liaises with other staff and leaders in Talent Acquisition, Labour Relations, Work Design & Compensation, Employee Records & Benefits, and other People departments regarding issues of a non-routine nature, and responds to inquiries from managers, employees, and the public regarding the status of posted positions, employment opportunities, collective agreement provisions, application procedures, salary, and timekeeping issues. This is a Hybrid Remote/In-office position.

As a Talent Acquisition Representative with Vancouver Coastal Health you will:

  • Manage assigned portfolio to support and advise VCH Hiring Managers on best internal hiring practices and application of collective agreement rules.
  • Receive and review a variety of employment applications and make selection recommendations by assessing applicant qualifications to determine if applicant meets baseline qualifications and eligibility requirements of the collective agreements for position prior to presenting to hiring manager. Perform pre-screen interviews to qualify and further screen-out applicants as required.
  • Reach out to candidates to review previous experience to assess appropriate salary placements in adherence to collective agreement rules.
  • Include investigation to previous jobs held and determining relevant experience.
  • Ensure consistent application of recognition pay, promotional and demotion language and interpretation of collective agreements in relation to the recruitment process and in line with departmental and organizational practices.
  • Keep apprised of changes to collective agreements and applies knowledge and skills from four collective agreements.
  • Assess education credentials and employee eligibility for payment premiums, communicate outcome of assessment and provide rationale to employees per the provisions of the Collective Agreement.
  • Provide education, guidance and advice to managers and directors regarding best practices in organizational hiring, such as posting and recruitment requirements, collective agreement language, labour relations interpretation.
  • Provide education and system training to Managers and hiring delegates to use EE Online, iCIMS and Position Management Numbers.
  • Engage in investigations of human resource management, payroll, employee data, and Position Management issues by dealing with various People teams and managers and directors to resolve any issues in the recruitment process.
  • Assist in conducting human resources and/or recruitment research and analysis, and participate in various projects as requested. Gather and consolidate a variety of statistical information such as vacancy reports, monthly statistical reports, survey results, and prepare relevant reports as requested.
  • Advise on processes for Immigration and foreign hiring. Provide direction and best practice advice on processes related to Labour Market Opinions, Provincial Nominee Program and Work Permit Renewals.
  • Independently manage project related repatriations on behalf of the Talent Acquisition team including participating in multiple stakeholder meetings and managing the hiring for the transfer of employees.
  • Create, produce and analyze reports (i.e. vacancy reports) and support department reporting processes and at hiring manager request.
  • Partner with Talent Acquisition Advisors to assist with strategies that are targeted at dealing with anticipated staffing shortages.
  • Track and submit relocation expenses for new hires.
  • May assist in coordination of job fairs, external presentations and open houses.
  • Actively participate in team and inter-team meetings and dialogue, build respectful relationships with peers that enable the sharing of knowledge and information and encourage collaboration on relevant issues.
  • Perform other related duties as assigned.

Qualifications

Education & Experience

  • Completion of a recognized diploma or degree in Human Resources Management or related field, supplemented by two (2) years’ recent, related experience in a large and complex organization, or a combination of education, training and experience.
  • Skilled computer literacy with word processing, spreadsheet, graphics, and database programs, e.g., MS Word, PowerPoint, Excel, Access, and Visio is required.
  • Experience working with modern integrated cloud-based human capital management system such as Workday is preferred.

  • Demonstrated ability to communicate effectively both verbally and in writing. Ability to relay technical information in a manner that can be understood by various audiences.
  • Demonstrated customer service skills and ability to provide a wide range of information and advice to internal and external clients.
  • Demonstrated ability to deal with staff and public effectively.
  • Exhibits thoroughness and detail-orientation when maintaining, monitoring, calculating and summarizing data, records and other information.
  • Strong decision-making, critical thinking, analytical, and problem solving. Applies excellent time management skills to prioritize and complete assignments and schedule activities in a manner that optimizes departmental effectiveness and maintains customer relations.
  • Proficiency in the use of computers and relevant software applications including MS Office applications, online applicant tracking system, and human capital management systems. Knowledge of Workday is an asset.
  • Ability to function independently and effectively in an atmosphere involving multiple, competing deadlines and frequent interruptions. Demonstrated ability to work independently and as a member of a team.
  • Physical ability to perform the duties of the position, and ability to operate related equipment.
