PASS - Human Resources, Disability Management Specialist - Attendance Support & Wellness

The Waterloo Catholic District School Board serves over 38,000 learners and provides services to students in 50 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.

General Description of Duties:

Under direction of the Human Resource Services Officer accountable for Total Absence Management, the incumbent will be responsible to:

Implement, administer and coordinate the Board’s Employee Attendance Support Program.

Monitor, analyze, track and identify trends of absenteeism through attendance data.

Run absence reports and notify and communicate with staff regarding their absences in comparison to the Board’s set threshold and determine employee status in the Attendance Support Program.

Facilitate and lead attendance support meetings held with employees, their supervisor/principal, and their union representatives to understand reasons for absenteeism and to develop strategies or accommodation plans to support regular attendance.

Follow employees in the Attendance Support Program in the various steps to ensure they’ve met their attendance goals. If unsuccessful, schedule and facilitate follow up meetings to determine and decide the employees next step in the program.

Request, review and adjudicate medical documentation in relation to accommodations to support regular attendance, extended attendance threshold or medical appointment exemptions.

Support WCDSB Wellness strategy, initiatives and projects

Provide support in Disability Case Management for both non-occupational and Workplace Safety Insurance Board (WSIB) claims as required. Evaluate employee abilities as per medical documentation or standard medical precautions, identify benefit entitlement, develop return to work (RTW) and/or workplace accommodation plans in cooperation with appropriate parties, provide support and actively monitor the plan in accordance with the Board’s policies and procedures, and an employer’s obligations under the Workplace Safety and Insurance Act, Duty to Accommodate under Ontario Human Rights Code, ESA, Privacy laws, FIPPA, etc.;

Complete all transactional activities including: maintaining activity records, databases and electronic files, preparing of correspondence, completing necessary forms and documentation for WSIB and LTD, and ensuring HRIS-Payroll systems and supply dispatch programs are up to date to ensure payroll information is accurate.

Communicate expectations and requirements of the Waterloo Catholic District School Board (WCDSB) regarding policies and procedures to employees and union representatives.

Represent the WCDSB’s interests regarding WSIB/LTD and other external decision makers regarding claims.

Respond to employee inquiries via telephone or email, communicate expectations and responsibilities in accordance with the WCDSB and departmental policy and procedures

Carry out ad hoc research projects as assigned;

Maintain confidentiality in all aspects of this position;

Other duties as assigned.

M inimum Requirements:

Degree or diploma in Human Resource Administration, Occupational Health, Disability Management, Attendance Management, Human Resources or Social Science etc. or a related field or equivalent experience;

Minimum of 2 years work experience with disability case management, WSIB claims, attendance management programs, workplace accommodations, multi-union environments, and best practices in Disability Management

working knowledge of relevant legislations: ie Employment Standards Act, Workplace Safety and Insurance Act, Human Rights, Protection of Privacy, Ontario Health & Safety Act,

Demonstrated ability to make commiunicate decisions, both verbally and in writing, on case management files;

Demonstrated ability on problem solving and and analytical thinking;

Strong interpersonal skills including influencing and negotiation and the ability to deal with highly emotional and distraught employees

Experience working in a unionized environment (an asset)

Proficiency with with database software and microsoft suite programs including disability software management programs like Parklane

Valid Ontario Drivers License and reliable vehicle required

Salary Range: Level 3, $61,974.00- $72,909.00 per year in accordance with the PASS Terms of Employment

Hours of Work: Full-time, 35 hours per week / 52 weeks per year
