PASS - Manager of Supply and Administrative Services

The Waterloo Catholic District School Board serves over 38,000 learners and provides services to students in 50 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.

General Description of Duties:

Reporting to the Executive Superintendent of Corporate Services, this challenging position will be responsible for ensuring our schools and administrators have access to quality goods and services to support teaching and learning. Specific responsibilities include:

Managing the sourcing and procurement of quality goods and services

Collaborating with system stakeholders to ensure service delivery meets system objectives

Managing the acquisition of furniture and equipment for new schools and new classrooms

Developing, implementing, and maintaining purchasing procedures to support fair, transparent, and accountable purchasing processes in accordance with industry best practices, and Board of Trustees policy

Ensuring the Board is complaint with trade agreements, provincial purchasing directives, and any other prevailing legislation

Preparing reports for senior management and when required, the province

Monitoring technical trends, developments, and advances in the areas of procurement, strategic sourcing, vendor qualification, purchasing systems, and public tender processes

Managing supplier performance

Seeking out shared services agreements or collaborative purchasing opportunities that benefit the Board

Managing the board’s print shop, school courier, mail room, as well as custodial staff and parking at the Catholic Education Centre

Working with budget holders to ensure purchases do not exceed budget allocations

Preparing and managing a central purchasing budget which is aligned to multi-year plans

Managing the disposition of assets when they are no longer needed

Supporting facility services with the timely issuance of tenders for construction projects

Working with Planning Department staff on the purchase, sale, or rental of school facilities

Supervision and development of department staff

Other duties as assigned

M inimum Requirements:

Diploma or degree in a business-related field

Universal Public Procurement Certification Council (UPPCC) purchasing designation (Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB))

8+ years’ experience in a similar role

Demonstrated proficiency with technology and advanced computer applications including working collaboratively with others using Microsoft Teams

Advanced analytical skills

Advanced knowledge and understanding of business processes and supply chain management,

Excellent negotiation and change management skills

Excellent communication and language skills

Demonstrated ability to work independently and take timely action where required

Desirable Assets:

School board or other public sector experience

Advanced knowledge and experience with current purchasing systems such as Sparkrock365

Supply Chain Management Professional (SCMP) designation

Salary Range: PASS Level 12: $113,207.00 - $133,310.00 per year in accordance with the PASS Terms of Employment.

Hours of Work : Permanent full-time based on 35 hours per week/52 weeks per year
