PASS - Planning Technician

The Waterloo Catholic District School Board serves over 38,000 learners and provides services to students in 50 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.

General Description of Duties:

Reporting to the Manager of Planning, the Planning Technician will be responsible for managing the board’s Geographic Information System (GIS) spatial datasets, obtaining data from internal and external resources, present statistical information in a visual format, and analyze data.

The Planning Technician will administer the application of Education Development Charges (EDCs) ensuring that accurate certification of charges is communicated with local area municipalities, respond to inquiries, process refunds, and undertake reconciliation of collections.

The Planning Technician will coordinate the review of municipal planning applications, including preparing and submitting responses and tracking application activity for use in enrolment forecasting.

The Planning Technician will develop and maintain the SchoolSite enrolment forecasting program and BusPlanner school direction data, conduct analyses related to student demographic patterns, act as a liaison with other organizations to collect geographic related data, and confer with other school boards with respect to best practices and professional development as it relates to school board GIS uses.

Maintain the department’s GIS and all related applications to create and update mapping and analyze student and land development data.

Manage the geocoding of students and maintenance of datasets including school locations and attendance boundaries, and ensure mapping and datasets are current and accurate.

Maintain SchoolSite (Davis Demographics) software to support enrolment forecasting.

Administer Education Development Charges (certification of charges, collaboration with municipalities, process refunds, reconciliation of accounts).

Review and respond to municipal planning application circulations, representing the board’s interests.

Provide support to planners during accommodation reviews and boundary reviews. This may include assisting with creating boundary options, preparing reports, conducting surveys, responding to questions from the public on processes / policies, taking minutes at public meetings, and creating display boards and presentations.

Support the development and updating of departmental reports, including the annual Long-Term Accommodation Plan.

Respond to public inquiries related to school boundaries, accommodation, and direction of property taxes to the school board.

Other duties and responsibilities as required.

M inimum Requirements:

2 year diploma in a related field (i.e. Planning Technician / Geographic Information Systems / Urban Planning / Geography) and / or combination of undergraduate degree or diploma and certificate in GIS.

2 year of related experience, preferably in a school board or broader public sector GIS position.

Advanced knowledge of GIS and application development software packages, such as (ArcGIS Online, ArcGIS Pro)

Ability to evaluate and synthesize large data sets in an array of formats and mediums from various information sources (e.g. local municipalities, Statistics Canada, Municipal Property Assessment Corporation (MPAC) data, student information systems, birth data, etc.).

Demonstrated research and data management skills.

Demonstrated knowledge of GIS principles, methods, and procedures with emphasis on spatial analyses.

Excellent time management skills and ability to prioritize and successfully complete projects with conflicting deadlines and urgency.

Experience in data collection and analysis, with specific emphasis on student enrolment, facility utilization, and school capacity data.

Record-keeping and data-entry skills, attention to detail and accuracy, with ability to work in a confidential manner.

Excellent communication, and organizational skills.

Demonstrated proficiency with technology and advanced computer applications (e.g., Microsoft suite of tools, Adobe, WordPress).

Excellent critical thinking, communication, analytical problem solving, and interpersonal skills.

Ability to exercise considerable independent judgment, tact, and sensitivity in dealing with internal and external stakeholders.

Ability to work in a team environment as well as independently.

A valid driver’s license and access to a vehicle.

Desirable Assets:

Existing designation or eligibility for Certified Planning Technician (CPT) designation or Registered Professional Planner (RPP) designation.

Knowledge of municipal planning processes.

Ability to work outside of normal business hours, as required.

Salary Range: PASS - Level 2, $57,918.00 - $68,142.00 (rate will apply July 2024) in accordance with the PASS Terms of Employment

Hours of Work : Permanent full time; 35 hours per week
