Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Emergency Response Services (ERS) Clinical Service Leaders are responsible for providing advanced levels of care to patients in both pre-hospital and inter-facility transport roles. This position plays a key role as part of a multi-disciplinary health care team and is dedicated to providing compassionate, high-quality health care services.

The Clinical Service Leader is responsible for providing accessible, responsive, and integrated patient care at all times. The role collaborates with health care providers, allied emergency service agencies, and other community agencies. Clinical Service Leaders provide front line clinical leadership, mentorship, education, evaluation, and involvement in ERS initiatives, and are responsible to monitor ERS system capacity, perform day to day administration, and lead specialized incident response.

The incumbent will exercise the appropriate level of initiative and independent judgment in determining work priorities, work methods to be employed and action to be taken.

The incumbent will provide committed support and clinical care to diverse populations and communities with diverse backgrounds, cultures, identities, values, beliefs and traditions including Indigenous communities. This role will demonstrate commitment to the mission, visions, values, goals, objectives, and policies of shared health.

Experience
  • 3 years of experience practicing at the Primary Care Paramedic and/or Intermediate Care Paramedic level.
  • 3 years of progressive experience in a clinical health-care setting including:
    • 3 years of demonstrated experience in providing guidance and mentorship to colleagues.
    • 3 years of experience participating in implementing operational directives, and achieving patient safety, service integration, and partner collaboration goals and objectives.
    • 2 years of experience in clinical planning, development and evaluation, and managing patient care services within diverse program settings.
    • 2 years of experience implementing education programs and research processes.
Education (Degree/Diploma/Certificate)
  • Advanced Care Paramedic Certification from an accredited Canadian education institution, or College of Paramedics of Manitoba approved equivalent is preferred.
  • For applicants that do not hold Advanced Care Paramedic Certification, such applicants must be willing to obtain the Advanced Care Paramedic Certification.
Certification/Licensure/Registration
  • Certificate of Practice with the College of Paramedics of Manitoba - Member in good standing, at minimum at the Primary Care Paramedic level.
  • Must have a valid Class 4 Manitoba driver’s license (at a minimum).
  • Basic Life Support (BLS), level C or equivalent.
  • Pediatric Advanced Life Support (PALS) from an accredited training provider or must successfully complete the certification within six months of hire.
  • Neonatal Resuscitation Program (NRP) from an accredited training provider or must successfully complete the certification within six months of hire.
  • Advanced Cardiac Life Support (ACLS) from an accredited training provider or must successfully complete the certification within six months of hire.
  • Pre-Hospital Trauma Life Support (PHTLS) and/or International Trauma Life Support (ITLS) from an accredited training provider or must successfully complete the certification within six months of hire.
  • Emergency Vehicle Operations Course (EVOC) from a certified training provider or must successfully complete the certification within six months of hire.
Qualifications and Skills
  • Knowledge of:
    • College of Paramedics of Manitoba Standards of Practice.
    • Scope of Practice as documented in the Regulated Health Professions Act.
    • Manitoba Emergency Medical Response and Stretcher Transportation Act.
    • Manitoba Highway Traffic Act.
    • Shared Health clinical protocols, care maps and associated documents.
    • Personal Health Information Act (PHIA).
    • Other applicable Shared Health policies, procedures, guidelines, and directives.
  • Demonstrated mid-level leadership capabilities.
  • Demonstrates and encourages others to follow the principles of the LEADS framework; Leading themselves, engaging others, achieving results, developing coalitions, and participating in System transformation.
  • Competence in an Indigenous language and/or knowledge of Indigenous customs, traditions and values is considered an asset.
  • Experience working with individuals from diverse cultural, social and ethnic backgrounds.
  • Experience in the use of Shared Health ERS and Digital Health technology, software programs, and equipment.
  • Ability to speak multiple languages is considered an asset.
Physical Requirements
  • Applicants are required to provide a Physical Fitness Assessment by an approved fitness assessment provider.
  • Applicants are required to complete a job-related written test of clinical knowledge.
  • Travel by multiple vehicle types, where inclement weather conditions are anticipated. General risks of responding to a variety of ERS calls.
  • Exposure to a variety of high-stress, and emotionally demanding situations, and potential for exposure to communicable disease.
  • Moderate to heavy physical effort required, including frequent lifting of patients and equipment.
