Position Overview

Reporting to the Manager - Labour Relations, the Labour Relations Officer is responsible for the effective administration of labour and employee relations within a complex, multi-union healthcare environment. The incumbent supports management to ensure consistent application of collective agreements, promote positive relationships with union representatives, assist with resolving labour disputes, and provide education to build capacity amongst managers.

The incumbent exercises the appropriate level of initiative and independent judgment in determining work priorities, work methods to be employed and action to be taken on unusual matters. The position functions in a manner that is consistent with the mission, vision and values; and the policies of Southern Health-Santé Sud.

Experience
  • Minimum one (2) years’ human resource experience in a unionized environment required. Other suitable combinations of education and experience may be considered.
  • Experience in health care environment preferred.
  • Experience providing human resource or labour relations consultation services within an organization and representing an organization at hearings.
Education (Degree/Diploma/Certificate)
  • Certificate or degree in Human Resources Management, Labour Relations or Business Administration and/or an equivalent combination of education, training and experience.
Certification/Licensure/Registration
  • Human Resource Professional designation is an asset.
Qualifications and Skills
  • Thorough knowledge of labour relations practices, collective agreements and organizational personnel-related policies and procedures.
  • Understanding of relevant provincial employment legislation, statutes and regulations.
  • Knowledge and proficiency in Microsoft Office Applications and Outlook.
  • Ability to take initiative, multi-task, function independently, and prioritize tasks.
  • Well-developed negotiation and mediation skills.
  • Attention to detail and accuracy.
  • Demonstrated creative problem solving and decision-making skills.
  • Strong aptitude for communicating challenging concepts within all levels of the organization.
  • Ability to maintain positive working relationships and function effectively in a team setting.
  • Demonstrated ability to critically analyze, research and ensure evidence-based practice is followed to develop procedures, protocols and guidelines.
  • Given the cultural diversity of our region, the ability to respect and promote a culturally diverse population is required.
  • Proficiency of both official languages is essential for target and designated bilingual positions.
  • Demonstrated ability to respect confidentiality including paper, electronic formats and other mediums.
  • Good work and attendance record.
  • Requires a valid Class 5 driver’s license, an all-purpose insured vehicle and liability insurance of at least $1,000,000. Must produce a satisfactory Driver’s Record/Abstract.
Physical Requirements
  • No hazardous or significantly unpleasant conditions.
  • Must be physically and mentally able to meet demands of the position.
  • Will be required to travel to facilities as the position duties may require.
