Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Capital and Facilities Management provides the capital planning and project design delivery for healthcare projects across Manitoba’s healthcare system as well as leading facilities management. Facilities management includes the operations and standards related to environmental services, security, environmental sustainability, energy/utility management, maintenance services and infrastructure engineering and support). The planning function coordinates a multi year capital plan aligning with approved clinical and preventive services plan.
The Planning team leads the provincial process towards an ever refreshed multi year plan for all capital needs incorporating the goals of the Manitoba Clinical and Preventive Services Plan and various other inputs.
Main Function:
Under the general direction of the Director, Planning, this position works closely with internal customers and stakeholders to develop proposals/project plans which support clinical, support service and administrative change proposals and business cases. Performs these planning activities by assessing current and future workload, functions, standard operating procedures, processes and recognized standards, and then assesses against the appropriate program, space and process standards in order to develop a plan to meet the program needs. Uses their comprehensive understanding of clinical, support service and administrative program planning, space planning, furniture and clinical equipment planning and coordination skills to develop functional programs, with the goal of reliably informing a capital plan. Assists all SDO’s and healthcare organizations to assist and some cases prepare capital project requirements. Assesses program adjacency, develops outline space drawings and prepares functional and space programs, order of magnitude and Class D project budgets, ultimately leading to preparing proposal for submission to the Annual Operating Plan, briefing notes, and justification documents.
The position’s duties require a comprehensive understanding of space programming, knowledge of medical equipment, clinical and operational workflows, critical, acute, ambulatory and primary care practices.
Participates in an objective planning prioritization system to align all SDO requests, the Manitoba Clinical and Preventive Services Plan (CPSP), and Subject Matter Expert (SME) capital needs into a single planning prioritization. Working with the Shared Health and SDO Capital and Facilities Management teams, reviews all project plans to ensure delivery methods, timing, inter-relationship with other capital needs, phases and priorities are aligned and achievable. Conducts post occupancy evaluations using standardized methodologies to determine how project outcomes achieved the planning goals.
Will also coordinate with the Shared Health Project Design and Delivery team on most projects.
- Five years of providing facility planning, program development and design, including at least 2 years on acute, long term and community/primary based healthcare projects.
- Must have experience in all sizes and types of healthcare projects including assessing the functional needs, interpretation of operational planning documents and/or business cases, developing clinical program and space plans, developing preliminary capital budgets, assessing clinical and support equipment needs and appropriate departmental relationships.
- Must have experience in assessing existing environments comparing current needs relative to regulatory and standards compliance, identification of needs to meet clinical standards, identifying alternative space uses including engaging appropriate technical resources to assess building systems.
- Experience with computer aided drafting and design programs (AutoCAD, REVIT, BIM, etc.) and project planning software (MicroSoft Project), and budgeting tools (Excel, RS Means) to support capital plan development is a requirement.
- Experience in conducting and/or leading design studies and post occupancy evaluation.
- An equivalent combination of education, training and experience will be considered.
- Bachelor's Degree in related healthcare facility planning, health services administration, interior design, environmental design, or architecture or a related/equivalent field of practice.
- Master's Degree preferred.
- Certification in Evidence-Based Design considered an asset.
- Appropriate registration with provincial professional licensing body, or certification body.
- Must have a valid driver's license and vehicle with ability to travel throughout Manitoba by vehicle and airplane.
- Ability to work with a diverse group of key stakeholders within and external to Shared Health.
