Secretary-Treasurer

Position Overview

The Winnipeg School Division is seeking a highly motivated and experienced professional to join our team as the Secretary-Treasurer. This key leadership role is responsible for overseeing the financial operations and administration of the division, ensuring fiscal responsibility and effective resource management.

Start Date: Thursday, August 1, 2024

We are looking for someone who can build and nurture a thinking culture.

Responsibilities may include but are not limited to:

Provide strategic financial leadership and advice to the Board of Trustees, Superintendent, and senior management team.

Develop and implement financial policies, procedures, and systems to ensure the effective management of division resources.

Prepare, monitor, and report on the division's annual budget, financial statements, and long-term financial plans.

Oversee payroll, accounts payable, accounts receivable, and purchasing functions.

Ensure compliance with all relevant legislation, regulations, and accounting standards.

Manage the division's investments and debt portfolio.

Coordinate and oversee the annual audit process.

Supervise and mentor finance and administrative staff.

Liaise with external stakeholders, including government agencies, auditors, and financial institutions.

Support the Board of Trustees in their governance and decision-making processes.

Manage the development and implementation of new ERP

Qualifications:

A professional accounting designation (CPA) is required.

Bachelor’s degree in Accounting, Finance or Business. MBA would be an asset.

A minimum of five years of senior financial management experience, preferably in the public or education sector.

Demonstrated knowledge of public sector accounting principles and practices. Knowledge of FRAME accounting system would be an asset.

Strong leadership, communication, and interpersonal skills

Ability to work collaboratively with diverse stakeholders

Excellent analytical and problem-solving abilities

High level of integrity and professionalism

Demonstrated expertise working with community partners, government departments/agencies and elected Boards

Dedication to anti-racism, equity, and diversity

Proven commitment to Truth and Reconciliation

Proven ability to build collaborated cultures founded on integrity and collective purpose
