Description
You’re a strategic, systems thinker and experienced leader who can build bridges and influence outcomes. Acute Care Alberta (ACA) is seeking a leader with these abilities to support the delivery of acute care and surgical services to Albertans, when and where they need it. In the role of Lead, Surgical and Acute Care Contracted Services & Commissioning (Lead), you will oversee ACA’s contracting plan for surgical and acute care services. Experienced in public procurement, trade agreements, and health legislation related to commercial contracts, the Lead provides leadership and direction to a team of provincial operations leaders and provides expert counsel to the executive leadership team on risk management and best practice related to contracts and commissioning. The Lead fosters strategic relationships with internal and external stakeholders, including senior executives, non-for-profit organizations, and other jurisdictions to establish and maintain sourcing channels and opportunities. Responsible to lead contract negotiations and successful commissioning and implementation of sourcing initiatives, the Lead ensures that all contracting and commissioning activities of ACA are in support of the broader strategy, vision, and goals of the organization and relevant mandates. This position’s location is negotiable and may be eligible for a remote/hybrid work arrangement. It is an exciting time to join Acute Care Alberta, a new provincial health agency in Alberta that provides active, short-term care services for patients who have a severe injury, illness, urgent medical condition, or are recovering from surgery. Delivering health care and overseeing health operations at hospitals and urgent care centres, ACA ensures that every Albertan receives the care they need as soon as they need it.
Reporting to the Executive Lead, Acute Care Oversight, the Lead, Surgical and Acute Care Contracted Services & Commissioning (Lead) oversees a team of high-level operational leaders and the strategic allocation of operational funds to achieve required outcomes. The Lead oversees the integrity and accountability of contracting and commissioning for ACA, leads the planning, building, and execution of strategic contracting initiatives, provides strategic sourcing/contracting solutions to acute care surgical program groups, and leads sourcing initiatives. The Lead oversees ACA’s risk management strategy related to contracting and commissioning while developing, implementing, and maintaining programs for contract monitoring, risk analysis, and performance management, ensuring support and compliance with best practices. Through effective communication and collaboration, you oversee contracts owned by ACA and liaise with other teams in the healthcare system where services are provided via Transition Service Agreements (TSAs) and/or Shared Service Agreements. These include Alberta Health Services, Alberta Health, Chartered Surgical Facilities, Covenant Health, Lamont Health Care Centre, and other relevant entities. You lead the commissioning of new commercial relationships, ensuring the appropriate transition, implementation, commissioning, and establishment of future relationships. Additionally, you cultivate and foster strategic relationships with internal and external stakeholders, including key local, provincial and national representatives, healthcare stakeholders including government departments and officials as well as the key members of the vendor community and advocacy groups.
As the successful candidate, you possess a Bachelor’s degree in Business Administration, Health Administration or relevant field. You possess ten (10) years of progressive senior management experience in a contracting, sourcing, or procurement environment preferably in healthcare. Additionally you have experience in public procurement, trade agreements, and health legislation related to commercial contracts. A combination of education and experience may be considered. As the successful candidate, you have demonstrated experience in the following: Demonstrated ability to develop organization strategy and planning, policy development, change management, and project management. Demonstrated leadership abilities, including comfort with decision-making and exercising sound judgement. Ability to influence, negotiate, and mediate resolutions to complex situations. Proven ability to communicate effectively with a wide variety of audiences. Proven ability to foster partnerships to achieve organizational goals. Demonstrated ability to model innovation and creativity. A proven record of engaging in ethical conduct.
A Master’s degree (MBA or other related field) is preferred. Certified Health Executive (CHE), Supply Chain Management Professional (SCMP), Project Management (PMP), and Change Management (PROSCI) are each preferred.
