Description
The Manager of the Facilities Maintenance & Engineering (FM&E) department is a key leadership role in the FM&E, Capital Management portfolio, and reports directly to the FM&E Area Director. This position is responsible and accountable for implementation of the strategic direction, providing front line leadership and organization over the activities of the department, in support of the vision, mission and business plan of Alberta Health Services. These activities include the evaluation, implementation, and integration of various resources to conduct these activities.
The Manager is responsible and accountable for making key decisions and having direct leadership responsibility for establishing and contributing to the achievement of the goals of the department. Performs accurate fiscal management and reporting for both annual and future budgeting which includes salaries, supplies and contracted labor. Interpersonal communication skills required to develop both internal and external coalitions and networks. Provides management and technical expertise and supervision in the maintenance and operation of the building infrastructure, equipment, grounds, staff, and the physical environment of the health care facility(s).
Must have 5 years leadership experience in health care, institutions or industrial sites of significant size, complexity, and diversity in a complex matrix organization with an equivalent or comparable number of unionized staff, and with fiscal responsibility per annum of $3,000,000.00. Must have 5 years technical experience in an industrial or commercial maintenance department; scheduling and managing work, ability to investigate and identify, plan, and implement future repairs or developing preventative maintenance programs. Must have experience in managing the operation of complex building systems or industrial processes and managing both planned and demand maintenance activities in an acute care setting. Must have experience in tendering, contract administration, with experience in various forms; RFQ, RFP, for consulting and contracting with understanding of public sector tendering Must be able to read and interpret blueprints and specifications. Must have the ability to read, interpret, apply, and communicate Code, Regulations and adopted Standards.
Specific experience with HVAC systems, electrical systems, physical plant and emergency electrical systems, other mechanical systems, fire alarm systems and medical gas systems is important. Ability to interact with a variety of individuals and groups to achieve positive outcomes, including external consultants, contractors, architects, engineers, government agencies and regulators in a professional manner. Adapting between technical and layperson terminology dependent on the audience. Excellent interpersonal, coaching, leadership, oral and report writing skills.
Power Engineer certification or Journeyman Building Trades certificate and experience is an asset. 5 years’ experience in an acute care or large hospital setting. Experience in building safety focused cultures, management of control of hazardous energy programs, with a focus on eliminating injuries and damage to equipment is an asset.
