Job Summary

The Team
Join our Indigenous Relations Team in the Northern Region, a dynamic group of nine individuals with a blend of new and seasoned professionals. This established team collaborates with various ministry units-such as the operational Districts, Regional Project Delivery, and Marine Branch-on impactful initiatives that foster meaningful relationships with over 50 First Nations in the region. Driven by a spirit of reconciliation, the team’s passion for working with First Nations communities creates a supportive and inspiring environment for all members.

The Role
The Senior Advisor, Indigenous Relations manages Indigenous consultation activities for highway projects, which have high economic value, high risk for legal challenges, or high political impacts. Highway projects are on Crown Land and require a determination of the impacts to Indigenous communities through potentially claimed or proven Indigenous interests. This position carries out consultations and negotiations to address and/or mitigate Indigenous concerns while minimizing any negative impacts on projects.

This position also manages reconciliation of highway right of way through reserve lands, which includes the delivery of reserve acquisition for highway projects and/or resolving outstanding tenure matters. This would involve resource budgeting, contract management, appraisal valuations, surveys and ensuring the Provincial and Federal processes are met during negotiations. The Senior Advisor provides leadership to processes which endeavor to anticipate and resolve a broad range of concerns.


Qualifications:
Education and Experience Requirements

  • Bachelor’s Degree in Indigenous Relations, First Nations Studies, Engineering, Geography, Social Sciences, Public Administration or related field and one (1) year of *related experience, OR
  • Diploma in Indigenous Relations, First Nations Studies, Engineering, Geography, Social Sciences, Public Administration or related field and three (3) years of *related experience, OR
  • An equivalent combination of education and *related experience may be considered.

*Related experience must include at least four (4) the following:

  • Experience in negotiating agreements and settlements with Indigenous Communities.
  • Experience in leading consultation processes with Indigenous communities.
  • Experience building and maintaining relationships with Indigenous communities.
  • Experience managing multiple projects and\or portions of major projects.
  • Experience conducting research and analysis related to land use, historical highway right of way, resource management, and social or economic development issues.

Preference may be given to applicants with one or both of the following:

  • Operational experience with highway infrastructure.
  • Experience with property acquisition, contract services, and tenure related negotiations.

This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
