Contract Harm Reduction Supervisor

Mission Statement: Homes First Society develops and provides affordable, stable housing and support services to break the cycle of homelessness for people with the fewest housing options.

Position type: Full-time, Contract

Reports to: Manager of Harm Reduction

Locations: 22 Metro, 101 Placer and All Saints

Hours of Work: 5 days per week, flexible schedule (weekdays, evenings and weekends)

Contract Dates: Starting- March 10, 2025, ending- March 27, 2026.

Reporting to the Manager of Harm Reduction and working closely with the Housing/Shelter staff and other key stakeholders in the community, the Harm Reduction Supervisor is responsible for the development, coordination, and delivery of initiatives to enhance harm reduction methodology and practices at Homes First Society. The Harm Reduction Supervisor would ensure that the housing/ shelter staff are carrying out the principles of harm reduction in their work with clients.

Homes First is working toward promoting an organizational culture that supports harm reduction philosophy, policies and practices through the implementation of harm reduction interventions.

Job Description:

  • Conducts needs assessments and provides coordination, planning, implementing and evaluation of data collected from multiple sources
  • Develop and monitor supplies and inventory management systems at Homes First sites
  • Maintain the policy and best practices/procedures of harm reduction
  • Educate and train staff around guidelines, procedures, and standards to promote consistent service and to ensure effective use of resources
  • Coordinate with HR on harm reduction training schedules for staff
  • Assist in the development and maintenance of Harm Reduction partnerships for all sites
  • Research and identify opportunities for Harm Reduction program funding in coordination with program development.
  • Development and implementation of new harm reduction programming
  • Develop harm reduction communication and messaging for staff and residents.
  • Serve as a central point of contact for Harm Reduction questions and concerns within Homes First.
  • Identify and recommend strategies to address overdose response, substance use and prevention including topics such as stigma, trauma, family inclusion and early intervention.
  • Support peer worker involvement in planning, implementation, and evaluation harm reduction initiatives.
  • Provide meaningful participation of people who use drugs in the creation of programming that serves them.
  • Participate in community networks and working groups as a representative of Homes First to work towards a larger impact in harm reduction in the homelessness sector

Responsibilities:

  • Demonstrated highly developed interpersonal, communication and leadership skills
  • Demonstrated ability to develop and maintain collaborative working relationships.
  • Good understanding of a wide variety of community agencies/resources and an ability to develop partnerships with community/service groups.
  • Able to be adaptable and flexible in a changing environment.
  • Excellent understanding and commitment to harm reduction practices and principles.
  • Awareness of and sensitivity to the health issues of a diverse community and experience working with marginalized populations.
  • Understanding of impacts of systemic oppression of marginalized individuals and communities.

Qualifications

  • A degree in a relevant discipline equivalent to an undergraduate degree in Nursing, Public Health, Health Promotion or Social Work or combination of education and experience.
  • At least two years’ experience working in community-based settings with homeless and marginalized individuals, including people who use illicit drugs.
  • Ability to be self-directed, work independently and manage a varied workload.
  • Ability to work collaboratively within and across teams.
  • Ability to identify areas and processes that can be improved
  • Demonstrated interpersonal, decision making, conflict management, critical thinking, and organizational skills.
  • Demonstrated experience with overdose prevention and response; as well as knowledge of applicable legislation and government policies as related to overdose and harm reduction services.
  • Previous outreach experience is an asset.
  • Demonstrated project management skills.
  • Highly developed analytical and problem-solving skills.
  • Excellent written and oral skills.
  • Computer literacy, including the ability to access and use a variety of information system tools to support the delivery of the project to do so at a sophisticated level.
  • Travel between Homes First sites and ability to work from home.
  • Able to lift boxes up to 25 lbs
  • Ability to work outside of regularly scheduled hours to accommodate activities such as training and education events.
  • Certificate of Completion of Homelessness Learning Hub’s Harm Reduction for the Homeless Sector considered an asset.

Working in an environment where there may be smoke is required.
