GENERAL FUNCTION
As part of the EssilorLuxottica North America Payroll Team, the Canada Payroll Manager has overall responsibility to manage the Canadian Payroll function and bi-weekly disbursement of payroll, including garnishments and taxes to employees across Canada in compliance with applicable federal and provincial laws. The Payroll Manager ensures employees are paid timely and accurately by managing payroll preparation; completing payroll reporting; maintaining records; and monitoring payroll taxes and liabilities.
MAJOR DUTIES AND RESPONSIBILITIES
- Manages the processing, balancing, and transmitting payrolls to and from ADP payroll to ensure completeness of the payroll process for weekly, bi-weekly and monthly disbursement of multi-state and multi-country (US & Canada) payroll for 40,000+ employees consistent with federal and state wage and hour laws
- Manages the processing of, but not limited to, new hires, STD, wage assignments, relocation, expatriate compensation, additional pay, bonus and commissions, direct deposit and pay cards, and terminations final pay.
- Ensures department practices appropriately safeguard confidential information; aware of changes in policy, laws, and trends and makes responsive changes.
- Manages a team of direct reports.
- Responsible for handling the reporting and responding to Governmental agencies.
- Responsible for Canadian employee data management and payroll operations.
- Manages and monitors the payroll function (including tax and systems administration) to ensure appropriate control procedures have been established and are being followed.
- Critically reviews and analyzes current payroll, timekeeping, benefit and tax procedures in order to recommend and implement innovative changes leading to best-practice operations.
- Responsible for partnering with the Payroll Tax team for preparation of T4 forms.
- Maintains understanding of applicable federal/provincial laws related to payroll, including but not limited to, garnishments, benefits and taxes.
- Works with key stakeholders to determine areas for optimization; develops solutions to continuously improve and streamline processes and to develop value adding enhancements.
- Takes initiative to identify and anticipate employee needs and makes recommendations for implementation.
BASIC QUALIFICATIONS
- Bachelor’s degree in Human Resources or equivalent combination of education and experience required
- 5+ years of progressive payroll experience, including demonstrated technical knowledge in areas directly applicable to the position
- 2+ years of experience managing direct reports
- Experience with ADP’s GlobalView, ADP reporting or equivalent
- Experience with Payroll reporting, data analysis and high-level summary reports
- Strong knowledge of payroll accounting (GL)
- Must be able to communicate fluently in French
- Strong Canadian Payroll and Payroll Tax knowledge
- Multi-state payroll processing experience in a fast paced/large volume environment
- Proficiency using Microsoft Excel, Word at advanced level
- Proficiency in managing government or third-party remittances for multiple entities as well as reconciling and performing detailed audits.

- Trustworthy with confidential information
- Willingness to accept and drive change
- Confident engaging in a variety of different communicative modes and understanding others through strong active listening skills.
