Reporting to the Director, Seniors Services the Director of Long Term Care (LTC) Operations is responsible for operational oversight of the Niagara Region’s Long-Term Care Homes and Assisted Living. This role is responsible for ensuring that strategic objectives and operational plans are implemented to provide efficient and effective delivery of services in a person-centered environment. The Director provides leadership and direction to management and senior staff in programs/services to ensure that priorities are addressed and that program and service goals, aligned with the mission, vision, values and strategic goals are achieved.

Education

  • Masters in Health Administration or equivalent

  • Degree in Gerontology, Health, or Social Science or equivalent

  • Long-Term Care Administrator Certificate

Knowledge

  • At least 10 years of experience in seniors services sector including experience in long-term care

  • At least 7 years of experience at a senior management level

  • Experience in a municipal environment is preferred.

  • Demonstrated leadership and communication skills and human resource management

  • Knowledge of the Fixing Long Term Care Act and Regulation; Occupational Health and Safety Act; and Accreditation Canada Standards

Responsibilities

Provide leadership and direction for the operational level planning of the 7 Niagara Regional directly operated Long Term Care homes and Assisted Living. (25% of time)

  • Lead the development and implementation of operational plans for the 7 Long Term Care homes and Assisted Living ensuring appropriate sequencing, resourcing and associated training and capacity building.

  • Adjust operational plans as needed to leverage Federal and Provincial funding subsidies and funding sources to ensure that full benefits are realized by the Region and that Niagara Region receives a proportionate allocation of funding support available to meet the needs of its population.

Provides leadership and direction in the development and management of Niagara’s long-term care and assisted living activities, programs, and services. (25% of time)

  • Direct implementation of policy and operational practices and programs within the long-term care homes and assisted living to ensure efficient delivery of mandated services and consistency of standards and practices across Seniors Services.

  • Ensures compliance with federal, provincial, and municipal policy, legislation and regulations, applicable program standards, including Accreditation, and other professional standards.

  • Monitors, analyzes, and evaluates progress through a comprehensive quality improvement program.

  • Identifies opportunities for improving Division programs and services delivered, ensuring consistency in methodologies and practices and alignment with Council, Corporate, Department, Division strategies and priorities.

  • Prepares and presents reports on matters related to Seniors Services responding to queries, providing updates and progress reports, and identifying areas of concern for discussion.

  • Participates in and oversees the implementation and evaluation of research projects involving Seniors Services.

Accountable for medium range people resource planning for the division, determining ideal organizational structures, identifying desirable role and skill mix requirements, and ensuring ongoing work quality and deliverability of results. (20% of time)

  • Working through the leadership team, enables results with the organization’s human capital strategy to foster employee engagement.

  • Oversees employee performance, career development, and succession planning activities, ensuring open and transparent metrics and processes are developed and implemented and opportunities are created to facilitate employee growth and development.

  • Ensures focus is service excellence, effective communication between leaders and employees, transparency, innovation, and data integrity and workflow integration.

  • Ensures staff is connected to corporate priorities and direction and has the information and resources to make successful plans and decisions.

  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other Divisions and Departments

  • Ensures all people related issues, including recruitment, grievances, and labour relations issues, are aligned to HR and Corporate standards and practices.

  • Ensures Occupational Health & Safety policies, programs and practices are implemented, maintained, and integrated into all aspects of planning and decision-making within the operating unit.

  • Ensures the competency and performance of the Internal Responsibility System within their department, as outlined in the Niagara Region’s Health and Safety Policy is achieved and maintained.

Develops and manages relationships with Community partners, ensuring long-term care facilities and programs continue to support community needs, and that plans and initiatives are implemented and managed (20% of time)

  • Builds internal and external networks, alliances and partnerships that enhance the operational, financial and people effectiveness of the division and department, to understand and integrate the interests of multiple partners.

  • Participates in industry committees representing the needs of the Region and advancing common goals and objectives, attend local committee and / or council meetings on matters related to responsibilities.

  • Build relationships with residents, community partners, the Ministry of Long-Term Care, Ontario Health West, and Ontario Health at Home to communicate information and initiatives and to resolve issues.

Develops, manages and administers annual Operating budgets for the division, ensuring support of Council’s objectives, financial transparency and accountability, budget adherence, identifying and explaining variances and financial reporting is effectively managed in compliance with corporate financial policies. (10% of time)

  • Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.

  • Support the development of the annual operating budgets in line with the established budgeting process and ensure effective allocation of resources.

  • Ensure effective budget controls in the administration of the annual operating budgets and monitor financial performance.

  • Effectively leverage financial data to support budget decisions.

Special Requirements

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.

  • May be required to support Divisional emergency response plan as per identified role in the emergency measures policy.

  • May be required to provide advice, consultation to members of Divisional Leadership team evenings, nights and weekends in relation to critical issues arising.

  • Regional staff strive to enable the strategic priorities of council and the organization through the completion of their work. Staff carry out their work by demonstrating the corporate values.
