Reporting to the Project Manager, Transportation Operations, the Transportation Operations Technologist is responsible for providing technical and planning support for transportation operations and maintenance programs and projects, ensuring effective operations, regulatory compliance, and best practices. This role is responsible for development, administration and implementation of various operations and maintenance contracts, ensuring compliance with specifications, legislation, and municipal policies. The Technologist conducts data analysis and reporting to inform decision-making and recommend improvements for asset maintenance programs and projects, and operational planning requirements.

Education

  • Post-secondary diploma in Civil, Construction or Environmental Engineering Technology or a related discipline.

  • Completion of the Drainage Superintendent Course or equivalent, through a post-secondary institution or industry association, is preferred.

  • An equivalent combination of education, experience and qualifications may be considered.

Knowledge

  • 5 years of experience in civil, construction, or environmental related engineering, road and storm water operations and maintenance, and/or contract management.

  • Experience in winter control operations is an asset.

  • Experience with GIS and related applications such as Field Maps, Quick Capture, etc. would be an asset.

  • Experience with a computerized maintenance management systems (CMMS i.e. Cityworks) is an asset.

  • Experience with GPS/AVL applications would be an asset.

  • Working knowledge of the Region’s road design guidelines, Minimum Maintenance Standards O. Reg. 239/02, Ontario Provincial Standards (OPS), MTO Geometric Design Standards, MTO Roadside Safety Manual, TAC Geometric Design Guidelines, Ontario Traffic Manual (Book 7 - Temporary Conditions), Niagara Peninsula Standard Contract Document (NPSCD), and all applicable legislation and regulations (Occupational Health & Safety Act, Highway Traffic Act, Municipal Act, etc.), and applicable contract law.

  • Knowledge of business intelligence software, programs and principles such as Power BI is preferred.

  • Sound knowledge of road maintenance operations, including stormwater collection systems is preferred.

  • Advanced knowledge, experience and skills in Microsoft Office Suite programs (Word, Excel, PowerPoint, Access, Project and Outlook) is required.

  • Must currently be certified or become certified within 12 months of hire as a Certified Engineering Technologist (C.E.T.), Certified Technician or Certified Engineering Technician (C.Tech), or Applied Science Technologist (A.Sc.T.) designation from the Ontario Association of Certified Engineering Technicians and Technologist (OACETT).

  • Project Management Professional (PMP) certification is preferred.

Responsibilities

Provides comprehensive technical support for roadway operations and maintenance programs and projects, ensuring effective operations, regulatory compliance, and implementation of best practices. (40% of time)

  • Supports the development and updating of operational standards and procedures.

  • Supports the planning and management of annual maintenance and asset inspection programs, as well as developing and coordinating employee awareness programs.

  • Prepares scheduling and progress tracking for maintenance and inspection programs.

  • Provides technical support and data analysis on staff, equipment, and material utilization, such as unit accomplishment, per unit costing and resource utilization metrics.

  • Monitors and reports on compliance with Ontario Reg. 239/02 (Minimum Maintenance Standards - MMS) for various maintenance functions.

  • Reviews, monitors, and reports on the roadway salt management program. Develops and maintains supporting training and resource documentation. Conducts training sessions for staff on related practices.

  • Researches, evaluates and recommends new technologies, methodologies/techniques, equipment and alternative program delivery options, to enhance business processes, service delivery and continuous improvement.

  • Researches and reviews municipal drains, related to Regional road allowances. Attends meetings as required under the Drainage Act (i.e. site meetings, Court of Revision, Tribunal, Drainage Referee, etc.) to support Management. Liaises with the local area municipalities (LAMs) to identify each party’s respective financial responsibilities and coordinates payment.

  • Prepares reports and makes recommendations on the effectiveness of maintenance programs and procedures, to improve performance and outcomes.

  • Reviews data to propose enhancements to maintenance programs and activities, with a focus on improving operational efficiency and maintaining compliance with safety, environmental, and regulatory standards. Conducts post-implementation evaluations across patrol areas and teams to verify alignment with goals and the effectiveness of execution.

  • Creates mapping and forms required for operational programming and various projects (operating and capital).

  • Conducts reviews, and comments on permit applications from an Operations’ perspective.

Administers the implementation of various operations and maintenance contracts (e.g. winter control services, street sweeping, catch basin maintenance, tree removal and planting etc.) for the Transportation Operations section, ensuring compliance with contracts specifications, legislative requirements and Regional programs and policies. (20% of time)

  • Ensures that services are delivered in accordance with contractual requirements and service level expectations, by overseeing contractor performance, ensuring regulatory compliance and permitting requirements and maintaining a consistent contractor monitoring system.

  • Prepares and/or assists in the preparation of reports, recommendations and other documents and compiles statistical information related to contract administration.

  • Performs financial administration activities, including the preparation of contractor payments, budget tracking and reporting for related expenditures, with a focus on cost management.

  • Conducts investigations related to contract compliance, legislative requirements and Regional programs and policies.

  • Participates in the development and/or revision of operating policies and procedures, as required by Management, to establish standards and common practices for administering Transportation Operations contracts.

  • Helps ensure the safety of contractual staff by reporting violations or unsafe practices.

  • Leads monthly and quarterly operations meetings with contractors to review performance indicators and identify/resolve service deficiencies and work failures, while promoting a culture of partnership that is client-centered and service-oriented.

  • Escalates contentious contractual issues to Management, as required.

  • Conducts occasional site visits to perform field inspections (as necessary).

Conducts data analysis, research, and reporting, to support decision-making and enhance operational efficiency. Provides insights and recommendations for asset maintenance programs and project improvements based on business intelligence. (20% of time)

  • Develops and analyzes descriptive (what has occurred), predictive (what could occur), and prescriptive (what should occur) reports, to support operations planning, programming and data-driven decision.

  • Prepares reports on the performance against operational maintenance and performance standards/indicators, and Ontario Reg. 239/02 (Minimum Maintenance Standards - MMS), this includes analyzing performance data, investigating deviations, and making recommendations for corrective action and continuous improvement.

  • Provides recommendations on program delivery improvements, based on business intelligence analytics.

  • Develops, prepares and presents reports that detail and communicate performance metrics, operations, and maintenance productivity.

  • Monitor, analyze, and optimize the winter maintenance program, recommending strategies to support compliance with standards and legislation. This work includes data verification, performance analysis, tender preparation, updating training resources, reviewing GPS, RWIS and dash camera data, recommending material application rates, exploring alternative winter materials, refining routing systems, and enhancing data collection through improved documentation and digitization.

  • Prepares documentation to support procurement processes and historical information and records for risk management and roadway-related claims.

  • Collects, inputs, analyzes, and reports on data for internal Community Dashboards and the annual Municipal Benchmarking of Canada data call.

Assists in the monitoring of policies and procedures to ensure compliance, efficiency and effectiveness, identifying opportunities for improvements and providing input into the section’s administrative policies and procedures, related to Operations operating programs and capital projects. (20% of time)

  • Evaluates effects of updates, changes, or new legislation, regulations, policies, procedures or guidelines, new products and materials, and technological advancements, recommending and adopting new strategies to address impacts on Regional infrastructure and future priorities.

  • Identifies, develops, researches, recommends and leads opportunities for improving services delivered, ensuring alignment with divisional priorities.

  • Creates, tracks, and reports on key performance indicators, offering recommendations and conducting analysis for areas where targets are missed, and suggests process improvements to reach team objectives.

Performs other related duties and responsibilities as assigned or required.

Special Requirements

  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
