About Us:
Transportation Infrastructure Management Division provides leadership to the development of policies and standards associated with the management of the province's highway network. This includes investment planning and strategies, contract management and operational issues, and standards related to the design, construction and maintenance of highways.

The Structural Section undertakes structural and hydrological designs, plans, manages and directs the activities of the section that provides structural engineering expertise in the management of highway structures, the delivery of the structural program, and the provision of services.

What can I expect to do in this role?In the Head, Structural role you will:

• Provide technical and managerial guidance and advice to resolve engineering, maintenance and construction issues.
• Direct the development, implementation and monitoring of policies, standards, specifications used in the design, inspection, evaluation, rehabilitation of all transportation structures and foundations designs.
• Evaluate and implement new technologies, structural and foundations analytical methods, computer programs.
• Act as a technical expert for structures on committees, at conferences and with external stakeholders.

How do I qualify?Mandatory:You are a Professional Engineer, licensed with the Association of Professional Engineers Ontario (PEO).

Strategic Leadership Skills:You have:
• Proven leadership and managerial abilities to supervise and develop staff, addressing personnel issues effectively.
• Strong negotiation skills for resolving disputes with consultants and contractors.
• Capability to direct the resolution of complex and contentious issues.
• A passion for building organizational capacity through inclusive and values-driven leadership in recruitment, talent management, and labor relations.
• Responsibility for compliance with legislative statutes, collective agreements and organizational policies.
• Sound judgment and political acuity to advise senior management.

Technical Expertise:You have:
• Knowledge of the theories, principles and practices of Civil Engineering with an emphasis on highway engineering, including related Legislative acts (Environmental Assessment Act, Public Transportation and Highway Improvement Act, Drainage Act, etc.).
• Experience with structural engineering, planning, design and construction; maintenance of highway bridges and other transportation structures.
• Proven knowledge of related civil engineering disciplines such as hydrology, road design, materials and foundations.
• Knowledge of administrative and engineering policies, procedures and standards governing construction, maintenance, and contract administration.
• Strong analytical skills to assess recommendations for technical adequacy and consistency with government policies.

Program Management Skills:You have:
• Knowledge of project management methods to plan and manage multiple projects, prioritize tasks, and allocate resources effectively.
• Ability to learn and understand Ministry policies regarding administrative and financial procedures, particularly for monitoring construction contracts and negotiating payments.
• Strong skills in issues analysis and risk mitigation to address complex engineering design, technical adequacy and/or build/contract issues and make authoritative recommendations.

Communication and Relationship Management Skills:You have:
• Proven ability to build respectful, ethical relationships with stakeholders, maintaining high integrity.
• Strong written communication skills for preparing project reports, briefing documents, and executive correspondence, as well as leading presentations to senior management.
• Capacity to address complex engineering and sensitive issues and present solutions with tact and diplomacy.
