RESPONSIBILITIES: Reporting to the Manager of Plant Services, the incumbent is responsible for planning and coordinating activities associated with the physical, environmental and security conditions of the RCCDSB building facilities and grounds. This includes the planning and coordination of systematic inspection schedules, preventative and general maintenance plans, repair and replacement of equipment and building components. The Assistant Manager has line responsibility for assigned unionized staff, communicates with building occupants and stakeholders, secures and coordinates external contractors and liaises and maintains positive working relationships with the communities .
OTHER DUTIES INCLUDE:
Develops and implements planned activities to ensure physical operation and appearance of RCCDSB property is in keeping with established standards and legislated codes and that working environment is safe, comfortable and clean, consistent with the expectations described in our plans.
Establishes Project Charter for each approved project, defines the project goals, objectives, risks, assumptions, milestones and deliverables.
Develops service contract requirements and engages plans and schedules contractors when needed, to assist in maintenance, repair and minor construction needs. Ensure contractor performance meets requirements.
Monitors and analyzes building and grounds conditions and identifies emerging and long term trends, issues and opportunities.
Provides subject matter expert advice and guidance to other unit and department heads in matters of building design, layout and construction in connection with planned renovations and new facilities.
Directly supervises staff, assigns work, monitors activities and manages employee leaves and absences as per Board policies and collective agreements.
Prepares tenders and requests for proposals or quotations for acquiring external goods and/or services for the Board; reviews bids and administers resulting contracts.
Hours of work may vary and may extend into evenings and/or weekend work.
Travel to the site, and off-site locations will be required
QUALIFICATIONS:
This position demands that the successful candidate have:
a university degree, ideally in engineering or architecture, or a college diploma in a related field complemented by at least three years supervisory experience preferably of unionized staff or an equivalent education and experience;
minimum 5 years in project management and leading external service providers on multiple concurrent projects. Demonstrated strong organizational skills including the ability to effectively and efficiently manage competent work, scheduling and priorities.
demonstrated knowledge of current building systems, design, construction, maintenance, operations and trends technology and issues combined with the ability to research and interpret building health and safety codes, policies and relevant Acts and Regulations of the Province.
minimum of 5 years demonstrated management ability in the area of facility operations and maintenance.
demonstrated ability to work constructively in a collaborative decision making framework. Ability to establish and maintain positive working relationships with a diverse range of staff, external contractors, vendors and partners and to work as a member of a team.
demonstrated knowledge of procurement processes, including preparation of tenders and proposals and of contract administration. Ability to work with current and relevant computer software programs.
demonstrated knowledge of OH&S regulations and related building codes.
demonstrated Energy Management knowledge and experience in pursuing continual improvement in energy efficiency through energy management systems.
a valid driving license, in good standing with the Ministry of Transportation, and access to a motor vehicle for regular travel within the Board’s jurisdiction is essential;
