THE OPPORTUNITY: ADVISOR - PRIVACY COMPLIANCE AND FREEDOM OF INFORMATION

Position Summary:

We are seeking a dedicated and experienced Advisor of Privacy Compliance and Freedom of Information to join our team. The ideal candidate will be responsible for developing, implementing, and overseeing access and privacy policies and strategies to ensure compliance with regulatory requirements and protect student and staff confidentiality and other sensitive information. The Advisor Privacy Compliance and Freedom of Information will work collaboratively under the supervision of the Director of Enterprise Risk Management and Privacy Compliance to support our school district’s access and privacy programs.

The Advisor of Privacy Compliance and Freedom of Information is also responsible for responding to all FOI requests for the Vancouver School Board. Collaborating with multiple internal and external partners, the Advisor Privacy Compliance and Freedom of Information acts as a liaison and consultant to support and promote transparent and accountable access processes to information.

The Advisor Privacy Compliance and Freedom of Information undertakes the delivery of Privacy related education and awareness initiatives. This role operates within a complex and dynamic environment with multiple sites spread throughout the city.

Key Responsibilities:

In this role you will oversee all aspects of access and privacy operations, including:

Coordinating responses to FOI requests and ensures VSB complies fully with all relevant requirements under BC Freedom of Information and Protection of Privacy Act (FIPPA).

Acting as a resource and primary support to all departments for FOI.

Providing consultative support in collaboration with Director of Enterprise Risk and Privacy Compliance on the release of information.

Developing and delivering in-person/online District-wide privacy and FOI education and training materials to all staff.

Assisting in the development and delivery of organizational wide information access awareness campaigns.

Supporting the development, communication, and implementation of standardized FOI guidelines and forms for the VSB to ensure consistent practices.

Acting as the public body designate for matters brought forward by the Office of the Information and Privacy Commissioner (OIPC) and responding to complaints and notices of review.

Establishing and maintaining a tracking system for all FOI requests and preparing reports as required.

Supporting the Director of Enterprise Risk & Privacy compliance, in representing the organization with respect to various FOI issues.

Leading privacy complaints, incident, and breach investigations.

Conducting privacy impact assessments in collaboration with learning and Information technology (LIT) and the relevant program area.

Reviewing contracts/agreements for Privacy compliance.

Serving as the primary point of contact for privacy inquiries from parents, and staff.

Collaborating with internal departments to integrate privacy requirements into operations.

Maintaining awareness of Privacy and FOI trends and issues and acting as a role model for continuous learning through methods such as; contact with peers at other organizations; and attendance at seminars, workshops, conferences, and education programs.

Performing other related duties or initiatives as assigned.

QUALIFICATIONS

Bachelor’s Degree.

Certified Information Privacy Professional - CIPP/C, CIPM is an asset.

Knowledge of and experience interpreting FIPPA, associated case law and precedents, in order to analyze / process requests and provide advice and guidance to all program areas in the development of access and privacy initiatives.

Knowledge of privacy risks and mitigation strategies to identify contentious privacy issues and make recommendations to management.

Familiarity with current and emerging access and privacy principles, practices, trends, issues and solutions to provide advice to resolve contentious and sensitive issues.

3-5 years’ experience in a corporate or business position with a minimum of one (1) year recent direct experience in severing corporate records in compliance with FIPPA.

Proficient computer skills and ability to operate related equipment and software applications such as Adobe, Microsoft Word, Excel and Outlook and other related applications.

Demonstrated ability to manage a caseload and to plan, implement, organize and problem solve in a dynamic environment amidst changing priorities and deadlines.

Demonstrated organization skills and the ability to prioritize tasks and meet stringent legislated timelines.

Excellent interpersonal and oral and written communication skills.

Strong Influencing skills and the ability to foster and maintain good working relationships with tact, confidentiality and discretion.

Ability to function independently with minimal direction and as part of a team.

Demonstrated knowledge and experience in training and presentations.

COMPENSATION

The salary for this position is $92,727 - $109,090 plus a comprehensive benefits package, including, Municipal Pension Plan, Vancouver Employee Savings Plan, Extended Health, Dental, Group Life, Long Term Disability, Vacation, Gratuity, and potential Compensatory time.

This position is 100% in-person/in-office at the VSB Education Centre (1580 West Broadway)
