Secretary-Treasurer

Guided by SD62’s Vision, Mission and Values and reporting to the Superintendent, the Secretary-Treasurer is the Chief Financial Officer and a key member of the district’s Executive Team. The Secretary-Treasurer is responsible for the finance and payroll, legal, facilities, capital planning, transportation and business operations for the Sooke School District. With a current operating budget of $215 million, 28 schools and over 2,200 employees, this position is also the Corporate Officer for the Board of Education and leads the district through sound strategic and financial planning, while ensuring fiscal responsibility and adherence to the BC School Act and corresponding Regulations.

Significant track record of successful experience in a senior financial role in the public sector; preferred experience within in the education sector

Demonstrated and sustained success in leading and supervising staff in a unionized environment

Chartered Professional Accounting designation in good standing; related degree may be considered if augmented by recent and relevant experience

Highly effective experience working with an elected Board

Background and skill with public sector accounting standards, budgeting, financial reporting, auditing, risk management and internal controls

Experience dealing with risk, legal, labour and insurance matters

The salary range for this full-time position is $190,188 to $211,320 per annum.

Initial placement within the range is based on related education and experience.

Position Summary

Guided by SD62's Vision, Mission and Values and reporting to the Superintendent, the Secretary - Treasurer is the Chief Financial Officer and a key member of the district's Executive Team. The Secretary-Treasurer is responsible for the finance and payroll, legal, facilities, capital planning, transportation and business operations for the Sooke School District. With a current operating budget of $215 million, 28 schools and over 2,200 employees, this position is also the Corporate Officer for the Board of Education and leads the district through sound strategic and financial planning, while ensuring fiscal responsibility and adherence to the BC School Act and corresponding Regulations.

Duties and Responsibilities

Strategic Leadership

Actively participates as member of the Executive Team in the management of district resources and the planning and achievement of district goals and strategic priorities.

Contributes as an active and collaborative member of the District's Leadership Team by soliciting feedback from key leadership personnel to facilitate decision making and keeping the team informed of District initiatives and progress.

Assists in the development and implementation of the District's Strategic Plan and communicates departmental vision and direction as it relates to the strategic plan and district goals.

Supports operational planning at the district, departmental and school levels to be aligned with the overall Strategic Plan.

Leads and/or supports the development and implementation of various initiatives and programs to enhance district and student success.

Nurtures and maintains positive working relationships with other members of the Executive and Leadership Teams as well as with all employee groups.

Develops effective and productive relationships with all external partners including parents, municipal officers, auditors, provincial government and union executives, as well as community representatives including the First Nations within the district.

Represents the district on local, regional and provincial networks.

Financial Oversight

Oversees the management of complex budgets (capital, operating, amended budget, restricted funds, etc.) and ensures that programs are cost effective, efficient and that funds are managed prudently.

Ensures effective and efficient financial management processes are in place at all levels of the district.

Identifies financial or operational risks in a timely manner and, when suitable, oversees activities to mitigate organizational risks.

Ensures that the annual operating and capital budgets processes and other financial planning activities are consistent with the vision, goals and policies of the Board and comply with applicable laws, and Ministry guidelines.

Leads the annual development of the district's operating and capital budgeting processes including communicating the budget timetable and instructions to district staff, ensuring appropriate budget documentation from departments, analyzing departmental budget submissions, compiling the total district budget, and preparing budget summary reports for use by the district leadership team and the Board in budget decision-making.

Oversees the development and implementation of effective financial and administrative systems.

Directs the preparation of regular financial reports for the Board of Education and the district Executive Team.

Prepares additional reports on financial matters as directed by the Board of Education or the Superintendent.

Directs the preparation of the annual audited financial statements and other financial reports for submission to the Ministry of Education and Child Care and other regulatory bodies.

Capital Planning

Leads the District's annual capital planning processes based on long- and short-term enrolment projections.

Recommends and manages potential partnership opportunities at the governance and operational levels to maximize public funding.

Provides leadership on and has overall responsibility for capital projects including approving and directing capital funding requests to the Ministry of Education and Child Care.

Oversees and ensures timeline and completion on district capital projects.

In collaboration with the Director Facilities, develops short and long-term capital plans to address the requirement for new facilities, renovation and upgrading of facilities.

Oversees the acquisition and disposition of district-owned assets.

Oversees and participates directly in the negotiation, approval, and administration of high-value contracts on behalf of the district.

Board Affairs and Governance

Supports the governance work of the Board of Education.

Provides leadership and support for the Resources and Audit Committees of the Board, and other ad hoc committees as required.

Ensures compliance with legal requirements imposed by the School Act and other legislation regarding financial, trustee, and Board-related matters including ensuring the custody of deeds, leases, agreements, contracts, insurance policies, and other corporate documents.

Remains current on legislation and best practices applicable to the Secretary-Treasurer's areas of responsibility.

Advises and supports the Board on all aspects of business matters, developing and recommending policies and procedures to enhance efficient and effective operation of the district.

Prepares and executes corporate documents and oversees the custody and affixing of the district's official corporate seal.

Maintains custody of all legally constituted Board and committee meeting minutes.

Organizes, as necessary, trustee elections and referenda in accordance with the School Act and the Local Government Act.

Shares responsibility for strategic communications from the Board and within the district. Operations and Management

Ensures the Superintendent and members of the senior management team are apprised of district business and operational issues.

Leads the District's Risk Management process including financial and reputational risks to the Board of Education.

Directs, coordinates and supports the work of the staff in the Finance and Facilities departments.

Oversees the district's business infrastructure and all business-related functions including legal, procurement, accounting and finance, operations, and facilities.

Participates in local collective bargaining, grievance processing, and dispute resolution for all unionized staff.

Performs other duties as contained in statute and as assigned by the Superintendent of Schools.

Education and Experience

Significant track record of successful experience in a senior financial role in the public sector; preferred experience within in the education sector.

Demonstrated and sustained success in leading and supervising staff in a unionized environment.

Chartered Professional Accounting designation in good standing; related degree may be considered if augmented by recent and relevant experience.

Highly effective experience working with an elected Board.

Extensive experience with public sector accounting standards, budgeting, financial reporting, auditing, risk management and internal controls.

Experience dealing with risk, legal, labour and insurance matters.

Exceptional written and verbal presentation skills.

Proven ability to act as the face of a public sector organization during community engagements and presentations.
