Description
Our GTA based, Municipal Government client requires the services of a Senior Program Lead, Technology Contracts Portfolio to develop, manage and Lead Client's Contract Management framework.
ROLE:
Reporting to the Director, Contracts, will be responsible to:
- Develop, manage and lead Client's Contract Management framework including evolving current contract portfolio investment and renewal strategies , divisional portfolio management, establishing key vertical programs across key areas such as software, infrastructure and professional services.
- Develop approach to establish governance across the division to drive key objectives around strategic sourcing acquisition, contract lifecycle management and setting goals and objects to maximize value and efficiency across the portfolio.
- Serve as key contributor in evolving current practices around contracts with key stakeholders (Procurement, legal etc) and establishing robust set of contract management tools including centralized reporting, modelling portfolio governance.
- Play a key role in the success of the strategic sourcing management goals of Client and implement action items to ensure that those goals are achieved
- Demonstrate strong IT contract expertise, judgment, integrity, financial acumen and project management skills
- Have knowledge of souring management practices, experience in negotiating complex contracts/agreements, vendor management skills and demonstrated expertise within key areas, such as IT services (professional services/labor), IT infrastructure, IT and enterprise applications, and/or indirect spend
- Lead development of annual and long term contract management plan
- Organize current reports to support new operating model including key contract information ,analytics , spend forecast and modelling with support of contract and business owners
- Establish priority and management system reports within Technology team and key partners (Procurement, legal , finance , divisional owners
- Develop and support new Contract governance model including mandatory requirements, analysis and proposed outcomes
- Support Asset Management plan for software and key assets as a result of contracts
- Develop and implement recommendation to streamline process to move to more agile based procurement model
MUST HAVE:
- Completion of a degree in business, commerce, finance and technology or a related discipline - or a combination of education, training and experience deemed equivalent.
- 6-8 years of experience in procurement and sourcing, including leadership in the successful execution of large technology contracts.
- Strong program management skills with ability to launch initiatives requiring cross functional involvement and stakeholder buy-in.
- Knowledge of procurement and contracting principles and practical experience of procurement processes, methods, practices and contract administration in the Canadian government sector and/or private sector
- Directly related work experience in the procurement and administration of technology goods and services including Statements of Work.
- Work with the Clients, Partners and Team members and Suppliers/Vendors to facilitate Requests for Proposals, Request for Quotes and Invitations to Bid.
- Ability to operate strategically, manage complex problems, employ interactive and effective communications and foster collaborative relationships.
- Highly proficient in developing reporting and analytics in the areas of finance, contracts with supporting data
- Highly skilled in developing material from presentations across teams and Senior Management and able to present
