Job Description:

Position Overview:

The Director, Planning & Project Management reports to the VP, Redevelopment and manages a team of internal Manager(s), Project Managers and Project Coordinators. The purpose of this position is to provide informed leadership, strategic direction, and oversight on corporate strategic projects across the hospital network. The Director will engage with senior leaders in the hospital to determine corporate priorities, develop project scope, establish budgets and timelines. The Director will provide oversight of the initiation, planning and design, implementation and close-out phases of priority projects, and will be accountable for overall project budget, schedule and scope.

Key Responsibilities:

  • Review business cases and new initiatives to ensure that hospital capital funds are allocated strategically to projects to align with corporate priorities, multi-year infrastructure renewal plan, the Broader Redevelopment Strategy and Clinical Services Plan.
  • Develop the scope and budget of high-risk and complex Clinical and Capital projects (e.g. consolidation of programs and services).
  • Liaise with government stakeholders, including Ministry of Health, Ontario Health, Ontario Renal Network, Infrastructure Ontario, Ministry of Labour and City of Toronto, to ensure SHN projects are prioritized and move through the Capital Planning Process efficiently.
  • Develop and maintain relationships at the Partner and Executive level with industry leaders in healthcare construction, including Contractors, Architects, Engineers, Planners, and Regulatory Bodies.
  • Develop high-performing team of Project Managers to lead the Project Management Office at SHN.
  • Engage with frontline staff, physicians, volunteers and learners in all aspects of construction projects.
  • Develop a robust internal and external communication strategy for major transformational projects.
  • Provide strategic and technical solutions; monitoring risks and constraints. Identifying and obtaining required approvals.
  • Monitor and approve changes to project schedule, budget and scope.
  • Provide technical oversight to projects of large scale, complexity and budget.

Requirements:

  • Undergradudate degree in Architecture, Engineering, Urban Planning, Construction Management or related field
  • Completion of an MBA is strongly preferred
  • PMP certification is strongly preferred
  • Membership with OAA (Ontario Association of Architects), PEO (Professional Engineers Ontario), or equivalent
  • Minimum 10 - 15 years of experience working on large-scale hospital projects
  • Minimum 5 years of experience in a management role
  • Excellent communication (written, oral, and presentation) skills
  • Advanced contract management and negotiation skills
  • Technical understanding of architectural, mechanical and electrical building systems, and knowledge of relevant codes and standards related to construction
  • Knowledge of facility planning and design for healthcare facilities
  • Knowledge of safety and infection prevention and control in construction projects in healthcare facilities
  • Knowledge of construction cost estimating, control construction management, and contract administration
  • Awareness of issues and policies related to healthcare facilities (e.g. MOHLTC funding, Broader Public Sector Procurement Guidelines, etc.)
  • Knowledge of Infrastructure Ontario P3 project model
  • Demonstrated commitment to the mission and values of SHN
