With a staff of 14,000, the TCDSB is a dynamic school board and is seeking a full-time Manager, Talent Acquisition within the Human Resources department.

KEY ACCOUNTABILITIES:

Reporting to and under the direction of the Senior Manager, Talent Acquisition, Human Resources Department, the primary function of this position is the management of the Recruitment/Talent acquisition cycle from posting to selection, and training and supervision of staff within the Talent Acquisition section.

  • Provides subject matter expertise and coaching to clients and hiring managers regarding the Recruitment and selection of talent to meet the needs of the Board
  • Responds to and provides solutions to Recruitment inquiries from principals and hiring manager(s), potential applicants and the general public in a responsive and client-focused manner
  • Manages, in consultation with principals and hiring manager(s), the advertising of positions or job vacancies through various avenues of sourcing
  • Analyzes and understands the business and associated talent needs of the Board and takes steps to proactively implement Talent acquisition solutions
  • Challenges established norms and proposes new ideas in order to improve the Talent acquisition processes and practices
  • Utilizes applicant tracking system, HRIS system, Internet and job boards to source top talent
  • Manages the candidates' experience in a manner that supports the Board's ability to attract top talent
  • Develops recruitment and selection tools including interview questions
  • Manages the talent acquisition cycle including the posting of vacancies, screening of applications, the scheduling of interviews, the administration of assessment tests, the reference checking process as well as the provision of interview debriefs for unsuccessful internal candidates
  • Represents the Human Resources Department on interview panels, as required
  • Manages the planning of and participates in Recruitment campaigns and job fairs as required
  • Provides advice and Staffing / Recruitment support to clients in a manner that is consistent with relevant Human Resources legislation, policies and procedures
  • Oversees the management of recruitment files and follow-up systems
  • Establishes Staffing / Recruitment processes, procedures and guidelines
  • Responds to Staffing / Recruitment audit requests, as required
  • Tracks and reports on Recruitment activities, provides metrics and maintains strict confidentiality
  • Maintains knowledge, awareness and implementation of current Staffing / Recruitment and selection best practices which are consistent with TCDSB's policies and procedures, relevant legislation and industry best practices
  • Consults and collaborates with external service providers, as required, to meet the Board's Staffing / Recruitment needs
  • Performs other duties as assigned or required in support of the Talent Acquisition Recruitment section and within the talent management community of expertise

REQUIREMENTS:

  • A bachelor's degree from a recognized university in Human Resources or related field, or an equivalent combination of education and experience
  • Minimum four (4) years Staffing/Recruitment experience, preferably in a public sector unionized environment
  • Experience in supervising or managing teams in a Human Resources environment
  • Knowledge of Staffing and Recruitment best practices including interviewing techniques
  • Knowledge of relevant legislation including Employment Standards Act, the Employment Equity Act; Education specific legislation preferred
  • Proven ability to work well under pressure while managing multiple priorities
  • Ability to identify creative solutions that can affect all levels of the organization
  • Excellent client-service orientation
  • Excellent interpersonal and communication skills including the ability to effectively challenge established norms
  • Proficiency in Microsoft Office Suite, HRIS systems, Applicant Tracking systems and other recruitment technologies
  • Completed or working towards a CHRP (Certified Human Resources Professional) or CHRL (Certified Human Resources Leader)
