In compliance with Board policies and procedures, responsible for providing administrative support to the Health and Safety teamwith emphasis on coordinating Compliance and First Aid training, site inspections, larviciding, SDS database, water testing, risk assessments, database support and data analysis according to Occupational Health and Safety Act (OHSA) and WSIB requirements where applicable.

MAJOR RESPONSIBILITIES:

To assist in the preparation, review, distribution, and communication of Compliance training material, including coordinating training facilities, scheduling training, set up of courses on a Learning Management System (e.g., Connect2Learn), providing technical support to users and maintaining training records.

To coordinate and schedule all health and safety training sessions (e.g., first aid training), including facility booking, registration, determining candidates for new or refresher training and training completion tracking. This includes reviewing invoices and projecting annual spend for first aid training sessions.

To monitor and maintain Accident/Incident e-Forms, respond to inquiries, gather and analyze data to identify trends to determine ways to reduce incidents and provide high-level data summary for monthly MJOHSC meetings.

To prepare an annual monthly inspection schedule for all YRDSB sites, provide set up and technical support for e-Base users, respond to site inspection related inquiries, prepare resources, and investigate and liaise with system partners about outstanding items.

To monitor and maintain SDS database, obtain and prepare Safety Data Sheets and user resources, including the preparation of update binders. Review content and identify sections of information to add to database to produce correct workplace labels.

To obtain and prepare reports and test results (e.g., Well Water, Asbestos Surveys) for distribution to the schools/sites and employees.

To review testing and inspection reports to identify follow-up action required, including notifying, and distributing information to the appropriate Department or Supervisor, tracking remedial action items, and maintaining database records.

To assist in the preparation of permit requests to municipalities, acquisition of drawings for new schools, modifications/submission for online posting communications to parents and staff, and review and submission of final annual larvicide reports.

To facilitate and monitor annual Risk Assessment Libraries and provide schools with resources for completion. Review submitted Risk Assessment and communicate corrective action, as necessary.

To support the development, upgrade and maintenance of health and safety databases and form libraries (e.g., e-BASE for workplace inspections, SDS, accident and incident reporting, risk assessment, etc.) and preparation/analysis of reports. This includes providing user support, liaising with external vendors for troubleshooting and exploring ways for continuous improvement.

To attend meetings and perform various administrative actions arising from the Health and Safety department and committee deliberations, including agendas and minutes, as requested.

To respond to correspondence and telephone inquiries regarding Health and Safety issues independently or with general direction, as appropriate.

To respond to queries as it relates to the Joint Health & Safety Committee, Health & Safety practices and inspections, and timeline and requirements for A/I reporting.

To work with Information Technology to update e-Forms and test workflow updates.

To provide backup for the Health and Safety Representative.

To perform other duties as assigned.

LINE OF RESPONSIBILITY:

Responsible to the Health and Safety Manager

EDUCATION, EXPERIENCE AND QUALIFICATIONS:

A three-year college diploma in human resources management and/or with specialized training and education in health and safety or a related discipline is required.

Minimum one years’ experience handling health and safety matters in a unionized environment or related experience required.

Standard First Aid Training is preferred.

Certified Registered Safety Technician or Certified Registered Safety Professional is an asset.

Certification in JHSC is an asset.

Effective verbal and written communication, interpersonal, analytical and computer skills are required.

Ability to deal effectively with a variety of individuals and groups both within and outside the Board is required.

Important Information for CUPE 1734 Members:

LA.11.7 Those twelve (12) month employees filling vacancies as a result of their applying to a job posting are to remain twelve (12) months at their position. Ten (10) month employees are to remain in their position until the end of the school year. This requirement can be waived with permission from the Superintendent responsible for Human Resource Services. This does not prevent employees from applying for a position or from applying for a promotion during the twelve (12) month period.
