The HSE compliance & facility manager ensures fulfillment of HSE requirements at construction site, following health, safety, and environmental (HSE) plan in compliance with Company standards, customer requirements and Government regulations.

 

Needs to support Site and Facility Managers for HSE management and safety instructions implementation for our workers and partners. He will be the main local liaison with customer HSE organization and provincial regulatory agencies.

 

The following responsibilities form the core of this role: 

•    Develop & maintain effective HSE prevention programs in compliance with Company standards, customer requirements and Provincial & Federal regulations;
•    Provides HSE support for all projects during all phases: bidding, planning, engineering, manufacturing, installation, commissioning and servicing of hydro sites;
•    Carries out and records regular safety checks and safety inspections;
•    Provides assistance in Design & Activity Risk Analysis;
•    Performs internal audits in construction sites and facilities and coordinate external audits;
•    Develops, conducts and coordinates required HSE trainings, including E-Learning tool;
•    Develop preventive maintenance program and ensure hazardous material management;
•    Primary support in case of HSE issues. Coordinates investigation and performs Root Cause Analysis;
•    Coordinates with the Workers Compensation Board and Safety Groups in each province;
•    Coordinates and supports HSE site officers; 
•    Coordinates First Aid Rescue, First Aid Responders and Fire Protection Programs; 
•    Establishes and maintains customer relationships regarding HSE topics;
•    Coordinates safety committees for facilities. Performs HSE reviews with management;
•    Implement ISO 45001 and maintain ISO 14001 and COR certification for applicable provinces.

•    Bachelor’s degree in industrial relations, Human Resources or any other relevant field of study OR Technical College Degree in Environment, Hygiene and Work Safety combined with significant related experience;
•    Member of a safety professional association an asset; 
•    Knowledge of Canadian provincial legislations, Canada and US and federal legislation an asset;
•    Knowledge of Construction Safety Canadian and US standards;
•    Minimum of 5 years of experience in Health & Safety, Environment discipline;
•    Experience working on construction sites and/or industrial environment;
•    Bilingual, French and English, spoken and written;
•    Strong communication skills (spoken & written) at all levels of the organization;
•    Auditor and Trainer skills;
•    Proven leadership ability within a team context;
•    Excellent problem-solving skills (root cause analysis expertise), sound judgment, initiative & creativity;
•    Willingness to travel (50% - or more as warranted).
