BMO Capital Markets has an exciting opportunity for seasoned Compliance professional in the role of Director, Trade Surveillance. In this role you will be critical to the success of the Capital Markets business by providing creative solutions to Compliance challenges. Acting as the go-to contact for the business, your guidance and advice will be a business enabler. To do this, you bring a firm grasp on all aspects of the Global Markets activity. Leading a talented team of Compliance professionals, you will be accountable to oversee development, implementation, maintenance, and evolution of the Capital Markets Compliance Program for Trading Products. You will ensure compliance with regulatory requirements, alignment to the Enterprise Compliance Program, BMO’s Legal and Regulatory Compliance Risk Management Corporate Policy and OSFI Guideline E-13. These activities include oversight over regulatory compliance risk assessments, monitoring and evaluating the effectiveness of regulatory compliance of the Trading Products businesses, including assessing and monitoring the resolution of compliance issues and completion of action plans. You will facilitate the understanding, prioritizing and management of the complex and changing regulatory requirements within Capital Markets, with a view to optimizing business results.
Key Accountabilities
Leadership
Biweekly management meetings
Coordinates biweekly senior team strategy meetings
Conducts team training and regular team meetings
Supervises trade surveillance team
Manages interactions with global Compliance teams, internal compliance groups and other stakeholders to coordinate activities across functions
Compliance program - Strategy, Development, and Execution
Leads the development, implementation, maintenance and evolution of regulatory oversight and M&T program for Capital Markets Compliance reflecting the complexity of the business and accounting for legal and regulatory changes in assessing key business controls.
Accountable for the integrity and sustained effectiveness of the Capital Markets Compliance Program and acts as project and thought leader.
Provides independent oversight on the assessment and resolution of issues by the Trading Products assessable units. Report with appropriate analysis and recommendation for significant matters affecting Capital Markets businesses.
Develops and maintains a second line M&T program for the Trading Products Businesses in accordance with M&T guidelines that provides reasonable assurance that the applicable assessable units are in compliance with relevant regulatory requirements and Enterprise Compliance Program standards, including the Global Compliance Manual and Operating Guidelines.
Leads the application of Enterprise Compliance Program methodologies in Capital Markets; accountable for the design and evolution of related Capital Markets Compliance policies and procedures to meet regulatory and internal audit expectations and align to Enterprise Compliance Program requirements.
Monitors Capital Markets Management and Business Unit Compliance Officers of their performance and compliance with Enterprise Compliance Program requirements and applicable standards.

Reporting
Coordinates completion, and publication of quarterly reporting respective effectiveness of trade surveillance program (Quarterly M&T summary)
Contributes to business unit and enterprise level management reporting including at senior Management and Board levels
Advisory
Primary contact with industry and regulators to identify issues and risk and items that demand attention
Provide effective regulatory advocacy on behalf of the line of business
Provides effective guidance and advice to lines of business and other internal stakeholders
Coordinates training where necessary
Proactively engages with stakeholders to resolve issues and ensure Capital Markets is aligned with upcoming regulatory developments
Qualifications
10+ years of relevant experience and a post-secondary degree in related field or CFA designation
Exceptional communication, critical thinking, relationship management and project management skills.
Advanced knowledge of Capital Markets business activity
Advanced knowledge of regulatory/ compliance requirements
Working knowledge of back-office operations and processes would be an asset
Experienced at regulatory body with respect to multiple compliance areas would be an asset
Seasoned expert with extensive industry knowledge
Developed industry contacts including with relevant regulators
Technical leader viewed as a thought leader for innovation
Expert verbal & written communication skills

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
