This role comprises several components, including the end-to-end roadmap and delivery of employee technology experience, creating a work environment that enables innovation, collaboration, creativity and productivity. Acts as the subject matter expert for consultation on work, assessments, training (including Digital Lounge) and adoption for programs and initiatives that impact the employee technology experience. Provides management consulting services and technology/industry expertise in support of business and enterprise needs. Liaises with stakeholders to understand problems and opportunities, to facilitate the organization's goals by understanding business vision, objectives, and key performance indicators. Aligns technology requirements and solutions to a real business need, meets essential quality standards, and ensures approval by all relevant stakeholders. Promotes new processes and methodologies, emerging technologies, and agile, and aligns to the unique project team requirements. The role oversees release management, including coordination and scheduling of technology implementations. Acts as the lead on workplace technology project management in support of corporate real estate. Leads the Project Management Offices accountable for Reliability Engineering, Networks, and Engineering & Platforms. Provides direct management of senior program and project management resources required to manage initiatives and related activities. Oversees, coordinates, monitors, and optimizes all activities within their specified projects/programs to ensure effective and efficient execution, ensuring adherence to the enterprise standards for program delivery. In doing so, this role ensures independence and objectivity of program and project reporting and governance.

Accountabilities:

  • Drives innovation through observation of common customer problems to identify emerging customer needs and pain points, alternative or emerging solutions, and opportunities for rationalization among existing solutions.

  • Acts as a trusted advisor to senior leaders for making business decisions and implementing strategic initiatives.

  • Develops an expert understanding of business/group challenges.

  • Networks with industry contacts to gather competitive insights and best practices.

  • Recommends measures to improve organizational effectiveness.

  • Establishes deep relationships at all levels within IT and business units to effectively collaborate in identifying new technological directions for the business strategy and to provide input into the roadmaps for these solutions.

  • Manages resources and leads the execution of strategic initiatives to deliver on business and financial goals.

  • Develops the business case by identifying needs, analysing potential options, and assessing expected return on investment.

  • Collaborates across BMO to develop communications strategies and ensure consistency of messaging, in order to positively influence or change behaviour.

  • Leads change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.

  • Leads the development of the communication strategy focusing on positively influencing or changing behaviour.

  • Stays abreast of industry technical and business trends through benchmarking and/or participation in professional associations.

  • Leads the sustainment of behaviour change related to change management among affected employees and leaders, and the development and monitoring of enterprise change implementation standards to ensure high quality change implementation and the integration, sequencing and pace of change initiatives aligned to the enterprise standards.

  • Assists in accelerating opportunities where business and/or projects/programs need a structured facilitation and initiation process to advance work and contribution.

  • Provides oversight to ensure that projects and programs deliver value against the defined investment plan spend and in doing so, ensures projects and programs are delivered on time and on budget.

  • Works closely with the other PMOs to ensure resources are being effectively and efficiently aligned to initiatives across the organization.

  • Collaborates with the LoB/Function senior leaders in the timing of the Investment Plan activities to ensure project management resources are optimized across all initiatives to deliver the greatest business benefit.

  • Manages and executes business initiatives through the delivery of major programs and supports the Accountable Executives in the realization of corresponding business benefits and customer impacts.

  • Oversees the execution of projects from inception through implementation to achieve established project objectives and benefits, ensuring input and advice are obtained from all impacted areas and stakeholders as required and applying sound project management methodology, processes, and practices in compliance with project and change management policies and standards for large, complex strategic projects.

  • Develops and leads an integrated approach for evaluating opportunities and for recommending prioritization of projects (project identification, resource allocation, business cases and ISO submissions) based on strategic context set by the senior leadership to optimize utilization of resources and ensuring alignment with other operating groups, to maximum value of overall investment spend.

  • Advises senior leaders relative to strategic priorities and trade-offs to address the achievement of long- and short-term business objectives with respect to project activities.

  • Ensures that enterprise opportunities to “build once and use many” are leveraged in project activities across all lines of business.

  • Ensures project controls and reporting are established and adhered to for overall execution of projects, including schedule and resource management, cost management, performance reporting & benefits realization, and effectiveness of integration across projects (this includes contracting and procurement) to inform the Executive Leadership on the project effectiveness.

  • Provides overall assessment and governs projects’ progress relative to the various project roadmaps.

  • Leads the sustainment and evolution of a culture of collaboration that eliminates internal silos, forges continuous, strong relationships with Technology & Operations, Risk, Audit, Compliance, Legal and ensures seamless execution as one company for all projects.

  • Oversees the defining, planning, orchestrating, and delivering of assigned strategic projects/programs, including all business, operational and IT deliverables. Ensures cross-program coordination of activities, deliverables and benefits.

  • Provides effective challenge to business owner on viability of benefits to ensure the program is formulated with the highest likelihood of achieving the business vision and strategy. Ensures mechanisms to measure benefits are set up in projects/programs.

  • With Program Managers, ensures regular program and key governance forums are facilitated (e.g., Steering Committees, Tollgates) to review progress with key constituents. Represents the interests of the projects/programs in various project governance and inter-department forums, including tollgate meetings. Coaches/advises Accountable Executives and Steering Committees on appropriate courses of action.

  • Ensures project management activities adhere to corporate governance requirements/expectations (e.g., Policies and Procedures) and that new processes support regulatory requirements.

  • Oversees project/ program budgets to ensures overall spend is managed within approved annual and multi-year budget allocations. Manages contingency funding in support of risk mitigation plans.

  • Within the mandate of this role, promotes and supports the Bank’s risk culture including ensuring employees understand their accountabilities for risk-taking activities, promoting an environment of open communication and effective challenge, and establishing the “tone from the top” through leading by example.

Qualifications:

  • Typically 9+ years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.

  • Brings different tools, methodologies, and best practices to bear on complex problems - including (but not exclusive to) Six Sigma, Lean, Agile, Project Management, Program Management, PMI Standards, Human Centred Design, Change Management, Critical Thinking, Analytics, etc.

  • Knowledge of software development practice, concepts/methodologies (i.e. waterfall, Agile, iterative), and technologies obtained through formal training and/or work experience.

  • Knowledge of technical/business environment (e.g. Microsoft business technologies and applications, relational databases, and SharePoint).

  • Understanding of industry standards and standard business capabilities.

  • Knowledge of business analysis, project delivery practices and standards across the project lifecycle.

  • Possesses a deep understanding and problem solving ability of Information Technology of various complexities.

  • Familiar with business strategy and assessments (i.e. feasibility studies, business cases and/or cost/benefit, project sizing and costing, and current state analysis/needs assessments).

Please note the target base salary range for this specific position is noted as a range from CDN $180,000 to CDN $200,000
