The Senior Manager, Talent Acquisition (TA) Operations & Governance, leads the COE accountable for enterprise TA risk management, governance and delivery execution in support of BMO’s recruitment team. On behalf of Talent Acquisition & Enablement (TA&E), this role develops and monitors the framework & practices leveraged across BMO to manage hiring-related operational risks.

Risk Management & Governance

  • Develops and monitors the operations and governance framework that supports BMO’s talent acquisition processes including hiring-related policies
  • Provides policies & standards, methodologies and controls that increase transparency, accuracy and consistency across groups while protecting BMO from potential risk
  • Develops and maintains in-depth knowledge of business and related risk management requirements and legislative/ regulatory directives and guidance.
  • Measures the effectiveness of risk governance system and framework; recommends changes as required.
  • Interprets new regulations and assesses impacts to the governance framework, initiating activities to ensure BMO remains compliant / leads in all areas of hiring-related risk
  • Coordinates and participates in the execution of oversight/governance activities including reporting; assessment of education & training needs, development/delivery of training; development and execution of regulatory administration processes & procedures.
  • Represents the risk program / governance structure during internal/external regulatory audits and/or examinations.
  • Coordinates and monitors the review and sign-off of regulatory reporting and attestations.
  • Delivers reports on the status of the governance program or framework components to various internal & external stakeholder audiences.

Program Delivery

  • Oversees the end-to-end recruiter and hiring manager experience ensuring consistency and delivery within service level agreements and standards.
  • Acts as the day-to-day subject matter expert for BMO’s hiring policies and processes and provides advice/support across BMO as required to meet program run requirements.
  • Acts as a subject matter expert on relevant regulations and policies and for internal/external stakeholders.
  • Facilitates the ongoing education, communication and awareness of the assigned portfolio, including policy, principles and standards for various stakeholder groups to ensure standardized and consistent application enterprise wide.
  • Performs quality reviews to confirm compliance with standards and identifies gaps or issues.
  • Applies expertise and thinks creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
  • Operates at a group/enterprise-wide level and serves as a specialist resource to senior leaders and stakeholders.

Strategic Execution

  • Makes recommendations to senior leaders on strategy and new initiatives, based on an in-depth understanding of recruitment and the external environment
  • Recommends business priorities, advises on resource requirements and develops roadmap for strategic execution.
  • Acts as a relationship manager on assigned projects/programs and ensures alignment to overall enterprise and group goals.
  • Leads implementation of strategic initiatives within group and across BMO by partnering with various internal & external stakeholders as required; complexity of initiatives may vary and usually involve multiple stakeholders across the enterprise
  • Collaborates across BMO to develop communications strategies and ensure consistency of messaging, to positively influence or change behaviour.

Qualifications:

  • Typically 7+ years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
  • Experience in operational HR processes; preferably related to talent acquisition programs
  • Project management skills - In-depth / Expert.
  • Seasoned professional with a combination of education, experience and industry knowledge.
  • Verbal & written communication skills - In-depth / Expert.
  • Analytical and problem solving skills - In-depth / Expert.
  • Influence skills - In-depth / Expert.
  • Collaboration & team skills; with a focus on cross-group collaboration - In-depth / Expert.
  • Able to manage ambiguity.

Salary:

$84,000.00 - $156,000.00

The above represents BMO Financial Group’s pay range and type.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.

BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
