Senior Manager of Facility and Construction Services

Permanent Full-time - 35 Hours Per Week - Monday to Friday - 12 months Position (1.0 FTE)

Salary range: $137,692 to $157,323

Start date: Immediately; Duration: Permanent

The Senior Manager of Facility and Construction Services is responsible for overseeing the construction, maintenance, operations, and facilities management for the schools and administrative buildings within the board. The Senior Manager of Facility and Construction Services leads the planning, management, and coordination of all aspects of facility operations, maintenance, construction, and capital projects within the School Board. The incumbent will ensure the safe, efficient, and sustainable operation of the board's facilities in alignment with the board’s mission, values, and commitment to Catholic education. This role will involve leadership in policy development, budget management, and staff supervision while ensuring compliance with relevant provincial regulations, codes, and best practices.

WORK LOCATION(S) AND WORK TIME(S): Catholic Education Centre

PREREQUISITES FOR POSITION:

Bachelor’s degree in Facilities Management, Engineering, Architecture, or related field, or equivalent combined education and experience.

Professional certification (such as FMP, CFM, or PMP) is preferred.

Minimum of 7-10 years of progressive experience in facilities management, including management of capital projects, staff leadership, and budget oversight.

Thorough knowledge of Ontario Building Code, Fire Code, Occupational Health and Safety Act, and other applicable regulations.

Experience working in the education sector, with an understanding of the unique needs of school facilities, is an asset.

Excellent leadership, organizational, and communication skills.

Strong project management skills with experience leading large-scale facility renovations or construction projects.

Ability to foster collaborative relationships and work effectively with a wide range of stakeholders.

Commitment to the values and teachings of the Catholic faith, and ability to integrate these into the role

Key Job Requirements :

Leadership & Management:

Provide strategic leadership and oversight for the Facility Services Department, ensuring effective management of custodial, maintenance, and operational staff across all board facilities.

Develop and implement policies, procedures, and operational plans that align with the board's strategic priorities and Catholic values.

Lead, coach, and manage a multidisciplinary team including custodial staff, maintenance technicians, and contractors.

Facility Operations & Maintenance:

Oversee day-to-day operations of facilities, ensuring all buildings are well-maintained, safe, and compliant with provincial health and safety regulations.

Monitor and evaluate the performance of building systems including HVAC, plumbing, electrical, and life safety systems to ensure continuous operations.

Plan and manage preventive maintenance programs to extend the life of equipment and minimize downtime.

Capital Planning & Project Management:

Lead and coordinate capital planning initiatives including school renovation, expansion, and construction projects.

Prepare long-term facilities plans based on student population forecasts, building condition assessments, and board priorities.

Oversee tendering processes, contractor selection, and project management for all major facility upgrades and construction projects.

Budgeting & Financial Management:

Prepare, monitor, and manage the annual facilities operating budget, capital budgets, and expenditure reports.

Identify and apply for available provincial grants or other funding opportunities to support facility improvements.

Ensure fiscal responsibility and efficient use of resources within the department, including cost-saving initiatives and energy management programs.

Compliance & Health and Safety:

Ensure all school facilities comply with Ontario Building Code, Fire Code, and other relevant safety and environmental regulations.

Promote a culture of safety within the workplace by ensuring training, compliance, and proactive risk management.

Serve as the lead contact for health and safety inspections, audits, and emergency planning for facilities-related issues.

Sustainability & Energy Management:

Lead energy management and sustainability initiatives, ensuring that the board’s facilities meet or exceed energy efficiency and environmental standards.

Implement policies and programs aimed at reducing the environmental footprint of the board’s operations.

Stakeholder Relations:

Collaborate with school principals, senior management, and community partners to address facility-related issues.

Act as a key liaison with external contractors, provincial ministries, and local municipalities regarding permits, inspections, and compliance.

Prepare and present reports to the senior leadership team and trustees regarding facility projects, budget status, and long-term planning.

Working Conditions:

Full-time position based at the Catholic School Board’s central office, with regular visits to school sites.

Occasional evening or weekend work may be required for emergencies or urgent facilities-related matters.
