The opportunity

As a Senior Data Governance Analyst, you will lead the development and implementation of a comprehensive Data Management Program to ensure the quality, security, and governance of organizational data assets. You will collaborate with various stakeholders to define data management strategies, establish data management standards and best practices, and drive initiatives to improve data literacy, data discovery and understanding, and data quality and integrity. Your role will involve being a data champion in the organization by providing leadership and guidance to business leaders, data owners, data stewards and custodians and IT teams in establishing and operationalizing data governance and stewardship at CWB. Responsibilities include the continuous training of data stewards and increasing data literacy within the bank.

Specific Accountabilities

Data Governance Leadership:

  • Implement and communicate a vision and roadmap for establishing data management and data governance into the organization to improve and enable a consistent management approach for corporate data assets

  • Establish and or implement data governance strategies, policies, frameworks, standards, and procedures and ensure alignment with business objectives and regulatory requirements

  • Facilitate and manage key project deliverables to operationalize and scale data governance at CWB; involves identifying, validating and working with data owners and stewards in aligning business ownership to data assets; ensure proper processes and procedures are in place to manage data quality, data definitions, data lineage, master data

  • Work with business teams to develop and establish a Data Stewardship Community of Practice at CWB

  • Establish and maintain a Data Stewardship model, including providing guidance, education and leadership to data owners, data stewards and data custodians

  • Champion and capitalize on opportunities to evolve the Data Governance Program

  • Ensure data management policies and practices are established and followed

  • Prepare and deliver reports on data governance activities, data quality metrics, and compliance status

Stakeholder Engagement:

  • Collaborate with business leaders, data owners, and IT teams to define data governance and data stewardship roles, responsibilities, and best practices

  • Facilitate cross-functional working groups to address data management challenges and opportunities

  • Provide guidance and support to business units on data governance best practices and compliance requirements

  • Develop an in-depth knowledge of the data to answer data related questions and improve analysis of data

  • Review and analyze new and changing business requirements to determine impact on data

  • Lead and collaborate in capturing knowledge of the data, definition of the data, identify sources data element(s) and detail business rules

  • Maintain ongoing relationships with key stakeholders to develop a shared understanding of issues and opportunities

  • Facilitate, collaborate and communicate between various data governance stakeholders

  • Work collaboratively with other Senior Data Governance Analysts to ensure all functions of data governance are being covered

Data Stewardship:

  • Lead and guide a team of data stewards to identify roles and responsibilities in their respective business domains in supporting and contributing to access to harmonized sets of credible and trusted data

  • Collaborate with data stewards across business units to ensure consistent and accurate data usage

  • Establish and maintain a Data Stewardship model, including providing guidance, education and leadership to data owners, data stewards and data custodians

  • Maintain the Inventory of Data Stewards across the organization (onboarding and offboarding); work with HR on eLearning content adjustments as required

Data Quality Management:

  • Work with stakeholders to define and establish data quality metrics, KPIs, and targets to measure and monitor data quality across the organization

  • Establish processes for identifying, resolving, and preventing data quality issues

  • Coordinate data cleansing, enrichment, and validation efforts to improve data accuracy and completeness

  • Lead data quality improvement initiatives and root cause analysis

  • Monitor and maintain data quality standards

  • Conduct regular data quality assessments and root cause analysis to identify and resolve data quality issues

  • Identify, track, and resolve data-related issues and discrepancies.

  • Work with relevant teams to implement corrective actions and prevent future data issues

  • Work with data quality management and stewardship function to implement data governance standards and monitor compliance in the adoption of created standards and processes

  • Lead the development, design and maintenance of data quality business rules, dashboards and metrics; and lead data profiling activities

  • Lead the pain point triage and working committees, including the collection of pain point information; oversight, remediation and closure of data issues

  • Analyze data trends to ensure consistency and continuously improve data maintenance techniques.

  • Provide expertise in triaging data quality issues and ability to design and develop workflows to route bad data to data stewards for remediation

Metadata Management

  • Gather requirements to develop metadata standards: including setting collection of key metadata, naming conventions and ensuring consistent business terminology

  • Maintain and enhance the enterprise data catalog and business glossary ensuring metadata is accurate and up-to-date

  • Set standards and protocols for data lineage in the organization

  • Implement and manage tools for metadata management and data lineage tracking

  • Ensure metadata is accurate, complete, and up-to-date

  • Provide expertise and best practices in metadata management

  • Develop and maintain a data certification process

Data Security and Privacy:

  • Ensure compliance with data security, data protection and privacy regulations through the implementation of appropriate controls and measures (eg. GDPR, CCPA)

Change Management and Training:

  • Help drive organizational change initiatives to promote a culture of data stewardship and accountability

  • Ensure ongoing communication with key stakeholders in identifying ‘just in time’ and ‘as needed’ training requirements

  • Provide training and educational sessions on data literacy and data governance principles and practices to business units and stakeholders

  • Promote awareness of data governance importance and benefits across the organization

  • Provide ongoing training on Data Governance best practices (including Stewardship) that CWB has established to other departments and staff, including onboarding and offboarding Data Stewards; act as point of contact for stewardship-related questions

Data Governance Tools and Technology:

  • Evaluate and recommend data governance and data management tools

  • Manage the implementation and ongoing maintenance of data governance technologies

  • Involvement in maintaining data contained in DG tools (e.g. Pain Point Submission & Management Tool)

  • Ensure master data, metadata, data quality, privacy and business requirements are gathered and mapped correctly and accessed and used through the Data Governance technologies

  • Work with clients to develop, maintain and evolve Data Governance tools to continuously improve the client experience in accessing relevant data information

Continuous Improvement:

  • Monitor industry trends, emerging technologies, and regulatory changes related to data governance and data stewardship

  • Identify opportunities for process optimization, automation, and innovation to enhance data management capabilities

  • Lead initiatives to continuously improve data governance maturity and effectiveness

  • Participate in continuous improvement initiatives and projects to enhance data governance practices

Reporting and Metrics:

  • Develop and deliver regular reports on data governance activities, data quality metrics, and compliance status

  • Establish and monitor key performance indicators (KPIs) for data governance effectiveness

  • Use data analytics to measure and report on the success of data governance initiatives

  • Develop, analyze and maintain metrics for measuring adherence and improvement of data governance protocols

Skills and competencies that will take you further

Education

  • Post-secondary degree or diploma in computer science or a related field

Professional Experience

  • 5 years’ experience in implementing data management best practices, data governance and or data stewardship programs

  • 3 years’ experience implementing data stewardship operating models

  • Strong understanding of data management best practices, data quality principles, data modeling concepts, and database technologies

  • Knowledge of data privacy regulations (e.g., GDPR, HIPAA) and industry best practices

Preferred Knowledge:

  • Strong knowledge and experience with data governance frameworks (e.g., DAMA-DMBOK)

  • Working knowledge of Data Management Functions: MDM, Data Warehouse & Business Intelligence, Metadata Management, Data Quality

  • Experience with Data Governance tools and technology (i.e. Collibra and Manta) toolsets in the areas of data profiling, extract-transform-load, data quality management, master data management, and meta-data management

  • Implementation experience with Data Stewardship operating models

  • Certification in data management is an asset (e.g., CDMP, CIMP)

  • Knowledge of data integration tools and techniques

  • Familiarity with cloud-based data platforms (e.g., AWS, Azure, GCP)

  • Experience working in regulated industries such as healthcare, finance, or government

  • Excellent analytical and problem-solving skills

  • Excellent communication, both written and verbal in developing policies, procedures and presentations and reports at both technical and business user level

  • Strong facilitation and negotiation skills to work with and build consensus and understanding regarding data management and data governance
