Under the supervision of the Supervisor, Tax Billing and Accounting, the Intermediate Tax Accountant is responsible for approving adjustments entered by Tax Accountants as well as the eligibility and calculations of Charity Rebates and Outdoor Maintenance Subsidy amounts prepared by the Rebate Clerks. The Intermediate Tax Accountant is also responsible for the prior annualized assessment analysis and billing of omitted/supplementary assessments. Other responsibilities include calculating and collecting the property tax requirements of new condominiums/subdivision files, maintaining the Business Improvement Area (BIA) properties, and Local Improvement files among other duties and responsibilities listed below.
- Approval of adjustments as entered by Tax Accountants in accordance with the Municipal Act, City bylaws, policies and procedures;
- Liaise with developers to calculate, collect and distribute funds for all new condominium/subdivision files;
- Approve Charity Rebate calculations and Outdoor Maintenance Subsidy applications;
- Prepare Prior Annualized Assessment (PAA) analysis omitted/supplementary files;
- Bill omitted/supplementary assessments as received from the Municipal Property Assessment Corporation;
- Maintain the BIA roll numbers to be used in the calculation of the BIA rates and in preparation for Final billing;
- Maintain the Local Improvement files;
- Determine Rent Reduction Notice eligibility and ensure issuance of notices according to legislation;
- Calculate the Mortgage Administration Fee and initiate the issuance of the corresponding Accounts Receivable invoices;
- Oversee the yearly Rollover process for expired accounts and SAS Compare;
- Take appropriate action for Special Agent accounts for Interim/Final billing;
- Reconcile the CDM holding account as well as the Activity Summary Report;
- Review correspondence prepared by the Tax Accountants;
- Provide customer service to both internal and external clients;
- Act as a back-up to the Supervisor;
- Perform other duties as assigned.
- Completed post-secondary education with a focus on accounting, business or public administration;
- Completion of an accounting designation/degree or progressing towards one is an asset;
- Minimum 2 to 3 years’ experience in municipal tax or an equivalent combination of education and experience is an asset;
- Completion of the Municipal Tax Administration Program (MTAP) is an asset;
- Knowledge and understanding of the Municipal Act as well as relevant policies and bylaws with respect to the billing and collection of municipal taxes;
- Demonstrated ability to communicate effectively (both verbally and in writing) with customers and all levels of management and staff;
- Ability to work independently, possess highly developed analytical skills, and be able to deal with new, variable and complex issues;
- Aptitude for figures, high level of accuracy and attention to detail;
- Demonstrated organizational and time management skills with the ability to work under pressure and meet strict deadlines;
- Excellent customer service skills;
- Proficiency using Microsoft Office (Excel, Word), Outlook, SharePoint required;
- Proficiency using TXM Tax Manager, SAP, INFOR, MAX, Municipal Connect, OPTA, and Teranet is an asset;
- Flexibility with rotation of duties and hours of work is required;
- Hybrid office environment with regular attendance at City Hall.
Hourly Rate/Salary: $ 67,068.00 - $ 89,424.00
