Job Summary

Reporting directly to the Development and Design Initiatives Manager and indirectly to the Supervisor of Business Systems, the Systems and Process Analyst will be a key business and technical resource for the Development and Design section as it relates to improving the workflow efficiency of permit and development applications.

Duties and Responsibilities
  • Utilize critical thinking skills to proactively assess development applications and use sound judgement to resolve technical and system issues and make recommendations on workflow efficiencies
  • Improve the timelines for the development application review process and ensure adherence to legislated time periods
  • Develop a job manual and capture all facets of the job as well as maintaining a well define step by step procedure to trouble shoot client issues.
  • Update and improve (ePlans Applicant Guides, How to Videos, and eCity web content), conduct workshops, training session, as well as develop new client support procedures and documents, as needed
  • Participate in system upgrades and user acceptance testing
  • Assist in the resolution of ePlans Helpdesk calls both internally and externally
  • Ensures that ePlans client information is in alignment across multiple channels (3-1-1, web content, counter service)
  • Act as the ePlans project administrator to ensure that projects and tasks are current and take steps to management projects and client accounts

Skills and Qualifications

This is a contract position for up to 1 year

  • Post-secondary degree/diploma in business, engineering, planning, computer science or a related discipline with three to five years' experience or a combination of education or experience in municipal land development service
  • Demonstrated commitment to engage and consensus build; strong rapport and relationship building skills
  • Understanding of the Planning Act and the development application review process
  • In depth knowledge of the infrastructure systems used in delivering the approvals process, including MAX, ProjectDox, OAS, and Plans Anywhere
  • Excellent organizational and creative problem-solving abilities
  • Excellent project management and planning skills
  • Comprehensive understanding and demonstrated success managing information technology projects including; research and analytical skills along with strong writing and presentation skills, facilitation skills
  • Strong communication and leadership/coaching skills
  • Comfortable working in a fast paced environment requiring collaboration, along with ease in working with consultants, staff, and senior levels of leadership
  • Strong attention to detail and accuracy

Hourly Rate/Salary: $ 47.72 - $ 63.63
