SUMMARY OF THE POSITION
Person who analyzes the needs, conceives and applies professional techniques in the field of administrative methods and systems, in order to improve service delivery.
SPECIFIC FUNCTIONS* Participate in the activation of projects and funding sources;* Modify budgets and monitor costs and budget forecasts;* Enter and monitor commitments in the financial system;* Monitor contracts (signature and financial monitoring);* Ensure follow-up of reimbursements;* Ensure monitoring of the current project with Entente 2014-2018, 2019-2023, 2024-2031;* Control and monitor the reimbursement process;* Prepare tender documents for the Project Office department;* Will apply the rules and directives of the Conseil du trésor* Invite suppliers/contractors for tenders less than $100,000;* Publish and manage public calls for tenders over $100,000 on the electronic tendering system (SEAO).* Assist the director for analysis purposes;* Periodically analyze cost monitoring;* Participate in end-of-year activities (real estate transfer, monitoring of actual expenses, etc.);* Participate in department meetings.
REQUIREMENTS
Education:
- Bachelor of Science in Administration, Human Resources Management, Industrial Relations or other appropriate academic discipline;
- The CPA designation is an asset.
Experience:
- Three (3) years of relevant experience.
Knowledge and skills:
- Knowledge of budgetary rules and financial projection study;
- Good knowledge of legislation, regulations, the ministry's network and programs and current MSSS trends;
- Knowledge of the culture, language and social and health problems of the Crees in Eeyou Istchee is an asset;
- Ability to work collaboratively with all colleagues;
- Excellent skills in interpersonal communication, leadership, initiative and teamwork;
- Excellent written communication and presentation skills;
- Excellent critical thinking, synthesis, planning and decision-making skills;
- Good computer skills with Word, Excel and PowerPoint.
LANGUAGE* Fluent in English and French;
* Fluency in Cree is an asset.
OTHER* Willing to travel once a month within the Cree territory
