SUMMARY OF THE POSITION
Reporting to the Director of Material Resources, the Assistant Director will oversee the work of the MRD service, including the preparation of policies pertaining to material resources.
The incumbent supports the Director to ensure the regional line management operational leadership, planning organization, coordination, implementation, control, supervision, and reporting of specific aspects related to the organization's facilities.
The incumbent carries out the above responsibilities in a staff/functional management manner providing services to all the line (site) managers of the organization, who have the responsibility for the facilities of their jurisdiction.
SPECIFIC FUNCTIONS
Strategic Responsibilities
1. Assists the Director in strategy of the department, team(s) and/or dynamics for employees for their respective roles.
2. Ensures compliance of the rules for contracts in collaboration with the Responsible for Compliance of Contractual Rules (RCCR - RARC) for the issuing of contracts and compliance to Ministry guidelines.
3. Participates in Capital Projects as a member of the construction committee, as requested.
4. Supports in building MSSS documents for Maintenance of Assets funding for asset management and ensuring communicating within CBHSSJB facilities.
5. Oversee the identification of facilities needs and the planning of facilities, including the development of the organization's facilities goals, objectives, programs and policies.
a) Ensures the development of policies, procedures, standards and support aids, in user (site management) manuals required for the implementation of the facilities programs and services. Contributes to the functional support and evaluation of its application;
b) Ensures such in collaborative support of the directions responsible for the management of their facilities (Site Managements), in order to meet their needs;
c) Collaborates with others in the development of the organization's, operations and assets.
Functional Responsibilities
6. Collaborates to the Director of Material Resources' (MR) assurance of accountability, budget planning, quality assurance, and evaluation for the facilities.
7. Oversees the functional management of sanitation, housekeeping, preventive maintenance programs, operation and repair of the facilities' medical equipment & non-medical equipment as well as the operation of energy, gas systems, waste management, transportation and security systems.
8. Contributes to the planning, and ensures the organization, coordination, implementation and control and reporting within the Facilities Unit, according to the CBHSSJBs orientations and policies.
9. Collaborates with other departments, (e.g., Labour Relations, Health & Safety) to ensure safety of the employees and public
10. Participates in planning for emergency measures/logistics or coordinating with other professionals if any modifications needed in any CBHSSJB assets/facilities.
Resources Management Responsibilities:
11. Facilitates the efficient people management of the Direction and ensures the financial management of the Unit.
Administrative responsibilities:
12. Oversees compliance and respect of the laws, regulations, ethics, norms policies and procedures for the Direction.
13. Ensures that the best practices related to program and staff supervision, standards of quality, standards of practice and Quality Assurance Program are implemented within the Direction.
Additional Responsibilities
14. Replaces the Director, as required.
15. Carries out any other function at the request of the Director.
REQUIREMENTS
Education and experience* Bachelor degree in civil engineering or;* Bachelors degree in administration with a college degree in civil engineering;* Seven (7) years of experience in facilities management in a health setting, or a public organization.
Or * College degree;* Ten (10) years of experience in building project management;* Four (4) years of experience in staff management.
Additional Experience:
- Five (5) years of experience in construction project management;
Demonstrated project management skills, notably the ability to successfully execute construction/renovation projects costing from $50,000 to $1,000,000.
Knowledge and Abilities:Very good understanding of the health and social services sector, of its administration and of capital project management frameworks;
- Significant experience in physical reorganization projects in a departmental setting;
- Very good organizational and planning skills, as well as expertise in time and priority management;
- Excellent aptitude for written and verbal communication;
- Mobilizing leadership.
LANGUAGE* Fluent in English;
* Fluency in Cree and/or French is an asset.
OTHER* Willing to travel frequently (up to 75% of the time).
