SUMMARY OF THE POSITION
Reporting to the Director, Emergency Measures and Services, the incumbent supports the development and implementation of the Mobile Hospital Unit (MHU) and develop best practices for the deployment of the unit in times of emergencies.

The Coordinator is responsible for designing procedures that explain what to do for all steps of a deployment of the MHU. The Coordinator serves an important role in keeping everyone involved to respond appropriately during any deployment of the MHU.

In collaboration with internal partners as well as local and regional entities, including but not limited to Band Councils, Provincial and Federal government, Eeyou Eenou police force, Provincial and Federal Police Forces, Cree Nation government, SOPFEU, Croix-Rouge Canadienne, the Coordinator works to strengthen the territory's emergency response involving the deployment of the MHU.

During active emergencies, the Coordinator assumes the responsibility for the operation of the MHU and advises the Director on emergency operations related to the MHU, including the execution of appropriate increased readiness measures should a deployment of the MHU occur; emergency and supporting operations plans and procedures as are appropriate for the MHU and necessary coordination among the operating internal and external partners.

SPECIFIC FUNCTIONS* Ensures the services are provided in compliance with the mission, vision, objectives and programs prescribed by the Cree Board of Health and Social Services of James Bay and Miyupimaatisiiun, following an interdisciplinary, community-based approach.* Contributes to the definition, strategic and tactical planning, and development of the MHU and the Emergency Measures and Services Direction programs, policies, procedures and protocols, and other programming, evaluation and quality assurance functions.* Contributes to the planning and development of the MHU and collaborates with all required departments for the planning and development of any projects related to its services.* Supports the development of a collaborative approach with Cree leadership (local and regional) and Cree economy actors in the planning and development of services.* Leads the development of the MHU with the collaboration of Direction of Emergency Measures and Services, the Canadian Red Cross project, in case of a natural disaster, orange code, evacuation of the village or another village, an epidemic or other circumstance. * Oversees all emergency management functions for the MHU, including planning, preparedness, and response efforts related to large-scale incidents. * Develops a Regional Emergency Health capacity that could be deployed in case of health infrastructure failure or other public health emergencies within the health Region 18 and in other Northern communities.* Directs planning and coordination meetings and develops multi-agency operational plans for all MHU deployment situations, including workshops, functional courses, and full-scale exercises for local and regional partners.* Oversees the day-to-day operation of the program/s by ensuring that the necessary facilities and equipment are in place, program guidelines and policies are adhered to, and program standards and licensing requirements are met.* Oversees the development and implementation of operating procedures and action plans to effectively utilize MHU personnel, volunteers and partners.* Activates all proper response plan during all MHU deployments, following established protocols and standard operating procedures.* Oversees the development of Incident Action Plans related to an MHU deployment. * Conducts research and prepares reports for management of best practices and new developments in the field of activities of the MHU.* Provides on-site leadership during all MHU deployment. * Identifies any quality assurance issues and concerns related to the MHU deployment, equipment, team or volunteers preparedness and brings them to the

REQUIREMENTS
Education and Experience:

  • Bachelor's degree in a related clinical or emergency management field;
  • Masters, an asset;
  • 5 to 7 years of experience in Emergency Management and Emergency Preparedness;
  • Candidates with a relevant combination of education and experience may be considered.

Knowledge and abilities* Strong knowledge of the MSSS laws, regulations, Network, orientations and programs for the management of Establishments in the MSSS health and social services environment;* Strong knowledge of current issues and trends in the MSSS environment;* Knowledge of the needs, programming and management related issues, and context that relate to First Nation health and social services;* Strong knowledge of Regional Board strategic planning, organization, coordination, budget planning and evaluation, and; operational delivery planning, organization, coordination and quality assurance systems;* Strong abilities in document analysis and summarization, and; information management;* Good knowledge and experience in the development of policies and procedures;* Good knowledge of and experience with management information systems and data bases;* Strong record in a senior level of administration, and; experience in information management;* Knowledge of the James Bay and Northern Quebec Agreement, Section 14 and the Act respecting Health services and social services for Cree Native persons, is an asset;* Knowledge of Cree culture;* Ability to apply Eenou/Eeyou culture, values and teachings in the job setting, is an asset;* Ability with administrative computer applications, including Word, PowerPoint, Access and Excel;* Excellent interpersonal communication, leadership and respectful teamwork skills;* Ability to effectively collaborate in a staff manner in a matrix organization;* Excellent communication skills, listening, written and presentation;* Results-oriented, methodical, autonomous, flexible, and ability to multi-task;* Excellent critical thinking, synthesis, organizational and decision-making skills as applied to planning and problem-solving;* Able to prioritize and work under pressure;* Ability to perform in time-sensitive environment and where resources may be minimal.

LANGUAGE* Fluent in English;* Fluency in Cree and French is an asset.

OTHER* May be required to respond to emergency situations outside of normal business hours, as related to MHU deployment;* Extensive travelling may be required in period of active MHU deployment and deployment preparedness;* On-Call availability as required.
