SUMMARY OF THE POSITION
Person who, upon request, provides legal opinions and advice and exercises all the functions of their profession. In particular, they plead before the courts, judicial or quasi-judicial bodies.
SPECIFIC FUNCTIONS* Follow-up on service agreements and other contractual obligations and Negotiation Summary Sheets (NSS) (signatures and financial follow-up);* Act as the RARC (Responsable de l'application des règles contractuelles) (training available);* Prepare tender documents, service agreements, addendums, contracts, NSSs, resolutions, etc. for General Management and the various departments;* Support the contract award process;* Apply Treasury Board, AMP (L'Autorité des marchés publics), and applicable CBHSSJB rules and directives;* Assist directors and managers by developing solutions to address contractual obligations and commitments;* Validate budgets and monitor budgetary and contractual forecasts for the following years;* Maintain and monitor a service agreement and contract register and follow up on renewals;* Enter and monitor commitments in the financial system;* Monitor ongoing contracts;* Collaborate and communicate with managers and management. Provide basic single-action training (individual and group) as required;* Create, revise and follow up on contractual and administrative documents and also keeps processes, instruction documents, one-pagers, etc. up to date;* Ensure quality assurance and continuous improvement by reviewing processes and implementing performance indicators;* Respond to requests for information within area of responsibility;* Participate in department meetings.
REQUIREMENTS
Professional order:
- Member of Barreau du Québec
Experience:
- Three (3) years of relevant experience.
Knowledge and Abilities:
- Good knowledge of the Ministry's legislation, regulations, network and programs, and of current trends in the MSSS;
- Good knowledge of Treasury Board and AMP legislation and regulations;
- Knowledge of Cree culture, language and health and social issues in Eeyou Istchee is an asset;
- Ability to work collaboratively with all colleagues;
- Excellent interpersonal, leadership, initiative and teamwork skills;
- Excellent written communication and presentation skills;
- Excellent critical thinking, synthesis, planning and decision-making skills;
- Good computer skills with Virtuo, Word, Excel, PDF and PowerPoint;
- Knowledge of administrative purchase order process.
LANGUAGE* Fluent in English and French;
* Fluency in Cree is an asset.
OTHER* Available to travel inside and outside of the Eeyou Istchee territory as required;* Possibility of telework.
This position offers the possibility of telework, depending on operational needs and after agreement with the employer. Please note that this is not a permanent condition of the position and the employer reserves the right to request regular physical presence in the office.
