The Vice President, Strategic Capital Investments and Facilities is seeking an innovative and results-driven individual for the Executive Director, Strategic Development and Real Estate role at Fraser Health. This is a pivotal opportunity that oversees the strategic planning of senior leadership and ensures performance excellence for Fraser Health Facilities management planning and capital projects.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Executive Director is accountable for providing senior leadership, planning and direction of Strategic Real Estate and Land Development of Fraser Health Facilities including Leasing and Property Management.

Oversees senior leadership strategic planning and direction, and ensures performance excellence for Fraser Health Facilities management planning and capital projects. The position is responsible and accountable for achieving improvements in efficiencies and risk, quality and service in the designated portfolio(s) through the continuous pursuit of process team engagement and effectiveness, standardization, innovation, process improvement and stewardship and service metrics in accordance with established executive and MoH goals.

Develops and facilitates strong collaborative partnerships with members of the Senior Executive Team at Fraser Health, private sector partners, and government agencies.


Responsibilities


  1. Accountable for the overall direction, operations and assessment of Strategic Real Estate, Facilities & Infrastructure Planning, and Land Development.
  2. Oversees and ensures effective strategies relating to real estate, land acquisition/disposition, leasing and property management are developed, implemented and in accordance with short and long term objectives of Fraser Health.
  3. As a member of Facilities Management (FM) senior management, contributes to the effective strategic direction of the department; accountable for achieving improvements in effectiveness and efficiency in the area of responsibility.
  4. Provides overall leadership and oversight in the planning and day-to-day operations of services to drive operational excellence; ensures consistency with the strategic plans of FH; establishes priorities, policies, procedures and budgets; formulates and recommends annual goals and objectives; ensures consistency with industry standards and accreditation bodies.
  5. Oversees the management of financial operating and capital resources to meet initiatives, goals and targets of the strategic and operating plans; ensures short and long term planning occurs to effectively plan and implement both operating and capital expenditures; initiates current and future program/service adjustments; ensures the efficient utilization of financial resources, within the objectives, plans and budgets established for FH.
  6. Leads re-design and restructuring initiatives including adoption of best practices, to better integrate and streamline services, optimize quality and ensure cost effectiveness; ensures appropriate quality and safety measures are in place.
  7. Oversees and provides leadership for the planning, development and evaluation of policies to provide guidance and a framework for the integration and standardization of programs.
  8. Ensures the recruitment and professional development of employees; responsible for overseeing and, as required, participating in the management of human resource matters; provides overall leadership, direction and supervision to assigned team members.
  9. Demonstrates personal acceptance of accountability for actions and outcomes; ensures the accuracy of information and reports; maintains appropriate custody and authorization processes for the release of information to support both confidentiality requirements and ethical business practices; assesses and takes action to mitigate risk associated with fraud, other inappropriate actions and decisions or related risks.
  10. Oversees the development and implementation of policies and procedures in collaboration with Directors and staff to support strategic goals.

Qualifications

Master's Degree and/or professional designation in a relevant discipline supplemented by fifteen (15) years' recent, related experience in progressively more complex and senior management/leadership roles in a large multi-site organization with responsibilities for the planning and development of capital and strategic plans and projects, or an equivalent combination of education, training and experience.

  • Demonstrated working knowledge of appropriate legislation, by-laws and relevant codes and provincial/national standards.
  • Sound business acumen and ability to develop and maintain mutually beneficial relationships with business partners as well as other external stakeholders.
  • Proven ability to define/amalgamate diverse organizational requirements, financial parameters, resolve issues, identify and mitigate operational project risks, and develop long-range plans.
  • Proven senior facility project management expertise including the ability to manage in areas such as consultant contracts, capital implementation, construction and renovation projects, labour relations, contracted services, capital planning and implementation.
  • Demonstrated ability to effectively manage strategic planning and design projects.
  • Proven initiative, judgement and decision-making capabilities; demonstrated ability to lead, plan, manage, organize, and problem solve.
  • Superior conflict resolution, negotiation and people skills.
  • Demonstrated senior leadership in roles to lead and move forward complex organizational change issues.
