- Strategic Leadership:

- Standards and Quality Improvement:
- Policy Development: Provide leadership in reviewing, developing, and establishing standards, policies, protocols, and processes for program design and delivery.

- Program Evaluation:
- Outcome Monitoring: Evaluate and monitor program success and outcomes, ensuring alignment with leading industry practices, evidence-based practice, and regulatory standards.
- Data-Driven Decisions: Use data and feedback to continuously improve program effectiveness.
- Collaborative Partnerships:
- Internal Collaboration: Work with Talent Acquisition & Onboarding, People Information and Systems, People Strategies, Human Resources Consulting, clinical programs, and site/work locations.
- External Collaboration: Partner with the Ministry of Health, post-secondary institutions, regulatory bodies, provincial working groups, unions, and other health authorities to address student progress and clinical placement issues.
- Change Management:
- Initiative Implementation: Lead the implementation of new programs, policies, protocols, and processes.
- Performance Metrics: Develop and evaluate program objectives, performance metrics, outcomes, and corrective actions.
- Educational Leadership:
- Practice Leadership: Collaborate with post-secondary institutions to support education, retention, healthy practice environments, and safe quality care.
- Effective Communication: Ensure effective communication among stakeholders and program participants.
- Operational Support:
- Consultation: Provide consultation to operational and practice leaders to address clinical placement and patient safety issues.
- Team Management: Manage assigned employees, including hiring, orientation, performance evaluation, coaching, training, and discipline.
- Resource Management:
- Budget Management: Prepare and manage the assigned budget to meet portfolio needs within departmental guidelines and Fraser Health standards.
- Website Oversight: Ensure the related website is functional, complete, current, and easily accessible.
- Trend Monitoring:
- Opportunity Identification: Monitor student practice and education trends to identify improvement opportunities.
- Policy Evaluation: Evaluate policies, guidelines, and tools/resources for potential use at Fraser Health.
- Representation and Networking:
- External Representation: Represent Fraser Health on regional, provincial, and external committees and projects.
- Effective Linkages: Foster effective linkages with other organizations to support student practice initiatives.
Qualifications:
- Educational Background: Master's Degree in a healthcare profession, education, or a related field.
- Experience: Minimum of seven years of recent related experience in a complex healthcare environment, including progressive professional practice, education, project management, and leadership experience.
- Registration: Current practicing registration or certification with the relevant regulatory college and/or professional association in British Columbia.

Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Leads the strategic planning/design, implementation, promotion, evaluation, and maintenance of the processes and infrastructure related to assigned Fraser Health programs including, but not limited to, student practice, nursing student bursary program, and other assigned initiatives related to student training programs. Accountable for the outcomes of these programs and ensures that evidence-based best practices across Fraser Health are used to support effective processes and professional practice. Develops standards, services and organization policies for program design and delivery, leads large system change, and manages assigned staff and budget.
Responsibilities
- Leads the strategic planning/design, implementation, promotion, evaluation and maintenance of the processes, infrastructure, and resources related to the assigned student practice programs across Fraser Health including oversight of the student practice team responsible for HSP Net administration.
- Provides leadership by reviewing, developing, and establishing standards, student practice policies, protocols and processes for the design and delivery of programs including affiliation agreement processes and clinical placement capacity building. Leads applicable committees and conducts continuous quality improvement reviews of programs ensuring effective implementation of quality improvements.
- Evaluates and monitors the success and outcomes of programs and works to ensure that programs/initiatives reflect leading practice in the industry, evidence-based practice, and provincial and federal professional regulation.
- Collaborates with internal stakeholders such as Talent Acquisition & Onboarding, People Information and Systems, People Strategies, Human Resources Consulting, clinical programs, site/work locations, networks, and external stakeholders such as Ministry of Health, post secondary institutions (to escalate and address student progress and clinical placement issues), regulatory bodies, provincial working groups, unions and other health authorities.
- Leads the implementation of change initiatives including new programs, and new or revised policies, protocols and processes. Develops and evaluates program objectives and performance metrics, outcomes, and corrective actions. Ensures new clinical placement programs are integrated with the national HSP Net system and oversees the development and execution of student orientation and monitoring, in-services, and student role optimization and practice consultation.
- Collaborates with post secondary institutions, to provide practice leadership that supports training, retention, healthy practice environments and safe quality care. Ensures and facilitates effective communication processes among stakeholders and program participants/target audience.
- Supports and provides consultation to operational and practice leaders to escalate and address clinical placement and patient safety issues involving student practice.
- Manages assigned employees including hiring, orientation, coordinating team activities, performance evaluation, coaching, training, discipline and dismissal.
- Prepares and manages assigned budget to reflect the ongoing needs of the portfolio and within departmental guidelines and Fraser Health standards.
- Oversees the functionality of the related website and ensures contents are complete and current, easily accessed, and meet the developed criteria.
- Monitors student practice and education trends, identifies opportunities for improvements that support student programs. Evaluates policies, guidelines and tools/resources that could be considered for use at Fraser Health.
- Represents department on regional, provincial and external agencies, committees and projects, and fosters effective linkages with other organizations.
Education and Experience
Master's Degree in a health care profession, education, or a health care related field plus minimum seven (7) years of recent related experience in a complex health care environment including progressive professional practice, education, project management and leadership experience. Current practicing registration or certification with the relevant regulatory college and/or professional association in British Columbia.
