Detailed Overview

The Manager, Pharmacy Informatics & Automation is responsible and accountable for providing leadership and direction in the planning, design, strategies, integration, implementation and maintenance of pharmacy information systems, downstream automation and informatics for Lower Mainland Pharmacy Services (LMPS) which includes Fraser Health Authority, Provincial Health Services Authority, Vancouver Coastal Health Authority and Providence Health Care; ensures informatics and automation policies and procedures comply with professional, legal and privacy standards established for LMPS.

Directs the planning, implementation, maintenance and evaluation of the practice model and standards for informatics including educational programs; manages the development of a pharmacy informatics model to optimize desired patient/client/resident care outcomes and pharmacy operations for information systems and automation across the Lower Mainland.


Responsibilities


  1. Develops and evaluates the short and long term goals/service objectives for Pharmacy Informatics & Automation portfolio, in support of the strategic direction/objectives of LMPS.
  2. Manages the planning process for the Pharmacy Informatics & Automation portfolio and facilitates the integration of all service area plans to ensure high quality and cost effective pharmacy services are provided to patients/clients/residents across the Lower Mainland.
  3. Develops, implements, reviews and evaluates department policy and procedures to ensure compliance with professional, legal, privacy and LMPS standards; monitors and evaluates the achievement of service objectives for the department; implements corrective actions, as needed to meet service objectives.
  4. Consults and negotiates with user areas to improve pharmacy informatics services by providing professional advice, reducing costs, facilitating consensus and resolving issues.
  5. Provides leadership and direction to Pharmacy Informatics & Automation staff for the portfolio by determining staff complement, providing continuing staff development, education and training to ensure current skill sets and knowledge base of staff.
  6. Selects, hires, directs, supervises and evaluates staff to ensure the effective performance of duties; disciplines and initiates employee terminations, as required.
  7. Interprets and administers applicable collective agreement provisions; investigates and responds to employee grievances including grievances of a confidential manner; represents management up to and including Stage 3 of the grievance process; attends third party meetings as the Employer representative, as needed.
  8. Prepares the annual operating and capital budget for assigned portfolio/area and new automation projects; monitors portfolio/project activities and ensures expenditures are within approved budgets; performs corrective action, as required and identifies efficiencies; promotes the optimal use of available resources by recommending current/future program requirements to the Director, LMPS.
  9. Manages and/or oversees pharmacy informatics and automation projects from inception to completion within allocated resources and specified timelines; assigns staff, as required to work on different aspects of the project to ensure project milestones are met and the projects moves forward; develops business cases, operational and risk management strategies, arranges for approvals to ensure adequate resources and manages project budgets to ensure projects/programs are effectively designed, continuously evaluated and changes are implemented based on evaluations of the project.
  10. Prepares and/or provides statistics and information on workload management, portfolio activity, quality assurance and clinical use on a schedule or requested basis.
  11. Reviews all interdisciplinary or external requests for medication-related information from LMPS databases for the department and forward requests to Information Privacy, as needed; participates on and/or leads internal and external committees, as assigned.

Qualifications

Education and Experience

Completion of recognized pharmacy residency program.

Master's degree in Pharmacy, Clinical Informatics, Business Administration, Health Administration and/or related discipline. Seven (7) years' recent related experience with clinical/pharmacy information systems and automation including two (2) years' experience in a supervisory/leadership role, or an equivalent combination of education, training and experience.

Current registration as a Licensed Pharmacist with the College of Pharmacists of BC and active membership in the Canadian Society of Hospital Pharmacists.
