Fraser Health is responsible for the delivery of hospital and community-based health services from Burnaby to Fraser Canyon on the traditional, ancestral and unceded territories of the Coast Salish and Nlaka’pamux Nations, and is home to six Métis Chartered Communities.

The $2.4 billion Burnaby Hospital redevelopment project is a multi-phase project that will transform the hospital into a modernized medical and surgical health care campus. It will see two new patient care towers, a new cancer centre, and renovations to existing buildings on campus.

 

We are seeking a bright, self-starting senior communications consultant to join our redevelopment project team. You will provide strategic and tactical communications support to meet the needs of our internal and external audiences. Your strong writing skills, demonstrated excellence in communications planning, experience in community engagement and change management are essential. Compassion, poise under pressure and a dedication to teamwork will factor in your success.

 

Some of your skills include:

  • Demonstrated skill and ability in professional writing and the creation of compelling articles. Ability to plan and write a broad range of exceptional copy in a variety of media.
  • Manage projects on budget and on a deadline.
  • Strong interpersonal skills to work cross-functionally with diverse teams. Ability to supervise.
  • Build strategic alliances with both internal and external partners including the hospital staff and medical staff, community, and representatives of the media. Demonstrated adherence to ethical, professional and respectful behaviour.
  • Thorough knowledge and understanding of the deep understanding of communication concepts, best practices and technical skills required for effective communication with media, patients, families and others involved in and/or receiving health services. Demonstrated skills and ability to create and implement community engagement plans including interface with neighbours and members of the public.

  • Five (5) to seven (7) years of experience in communications, preferably in a public sector, health care or a large complex organization.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Chief Project Officer, this position works in close collaboration with the Chief Project Officer (CPO), the Chief Clinical Planning Officer and relevant stakeholders in the development and conduct of communication strategies related to the Re-development Project. .

Responsible to lead the planning, development, implementation and evaluation of communication (and engagement) initiatives, strategies, special events, public and government communication and general information related to the project impacting/relevant to the community, general public and stakeholders. Develops various communications material for distribution both within & external to Fraser Health; evaluates effectiveness of coverage and ensures overall quality, consistency and effectiveness.

Develops, promotes and facilitates a positive awareness and profile for the Redevelopment project and provides best practice expertise to enable active engagement among FH staff, Community, the Foundation, government and other stakeholders. Provides supervision and work direction to assigned staff, as appropriate/required.


Responsibilities


  1. Responsible to lead communications initiatives for Fraser Health on all issues related to the Redevelopment Project. Working in close collaboration with Senior Project Management, provides consultation and communication to internal stakeholders such as Executive Directors, Medical Directors and FH leaders regarding initiatives, status and timelines.   
  2. Develops and recommends strategic communications and/or promotional plans from initial goal-setting through to implementation and evaluation of communication effectiveness, including internal & external engagement.  Develops communication strategies based on/in consideration of such factors as FH vision, MOH objectives, industry best practices, community stakeholders, budget, technology and resources;  as well as assessment of sensitive or confidential issues.
  3. Provides leadership to the Redevelopment Project Team to engage FH Leaders, employees, physicians, volunteers, patients/clients/residents and the community in the support of cultural renewal and the development and promotion of a positive corporate image. Collaborates with and informers other members of Communication & Public Affairs. 
  4. Provides leadership, oversight, supervision and work direction to assigned employees as required.   
  5. Coordinates and evaluates external and internal partners, agencies or departments involved in communications-related projects including writing, language translation, graphic design, web design, printing, photography, video production, signage and site maps.  Oversees assigned project budget and deadlines.  
  6. Conducts communication research and analysis; assesses media reports; develops, implements, and evaluates current communication strategies to engage internal and external audiences to facilitate an open dialogue and understanding of important issues, challenges, opportunities, and strategic directions.  Recommends and implements changes to communication strategies to ensure communication objectives are met.
  7. Develops, promotes and facilitates a positive awareness and profile for the project; provides best practice expertise to enable active engagement among FH staff, Community, the Foundation, government and other stakeholders.   
  8. Acts as prime contact for communication issues related to the project.  Responds and manages community inquiries and complaints for a variety of public issues such as  city rezoning, construction, traffic, shut downs, etc. 
  9. Liaises with internal and external stakeholders to develop awareness/understanding of key project issues; facilitates dialogue among stakeholders;  works cross-functionally with the Communications department of FH to ensure appropriate communications are established. 
  10. Ensures suppliers and internal clients adhere to corporate graphical and other standards and requirements are met.  Responsible to ensure overall quality, consistency, and effectiveness of communication materials; provides recommendations to the Chief Project Officer regarding related project expenditures.
  11. Collaborates with other Communications team members to plan and coordinate media publicity for local and FH-wide activities and events to promote the project work in relation to the overall health service delivery; provides work direction to other staff, as required.
  12. Develops media action plans including setting objectives, coordinating appropriate internal spokespeople and interview opportunities, preparing key messages and news releases; determines appropriate media outlets and evaluates media results; anticipates potential communication/media issues and collaborates with the Chief Project Officer and/or Director, Public Affairs to appropriately respond to media issues.
  13. Plans and coordinates regional speaking opportunities, community displays/exhibits, social media and advertising to promote the project; develops community action plans including setting objectives, coordinating appropriate internal speakers and community display/exhibit opportunities and evaluating results.
  14. Attends and participates on project-related committees to provide strategic communications counsel and support, as required.
  15. Participates in the development, implementation, and evaluation of departmental goals, objectives, policies, and procedures. 

Qualifications

Education and Experience

University degree in Communications, Public Relations and/or related discipline, supplemented with five (5) to seven (7) years' recent related experience in a communications or public affairs role in a large public sector, health care and/or similarly complex organization, or an equivalent combination of education, training and experience.
