Description:

The Records Management Officer is responsible for providing leadership in, designing, implementing, and managing all aspects of records management practices within the Hamilton-Wentworth Catholic District School Board (HWCDSB). Specifically, this role provides leadership in the strategic, tactical, and operational aspects of records and privacy management. Responsibilities include the development of governance frameworks, policies/procedures, practices, tools, and training to ensure legislative compliance, application of successful practices, and alignment to the priorities and mission and vision of the HWCDSB.

Duties and responsibilities include, but are not limited to:

lead, develop, implement, and maintain a records and privacy management program that establishes a governance structure, standards, guidelines and practices for the management of information in and throughout its life cycle, i.e., from the time of creation or receipt to its eventual disposition;

ensure the record management program is aligned with best practice and is compliant with applicable provincial legislation;

provide guidance, advice and supervision on records management of both physical and electronic records including creation, classification, storage, and disposition;

provide direction and oversight to integrate records management policies and practices into business processes, and to plan and carry out a wide range of records management activities for the Board;

develop, maintain, and advise on records retention schedules for the organization, ensuring records management practices are communicated and followed;

respond to Freedom of Information inquiries with support from legal counsel;

establish board-wide application of a privacy discipline to support quality control, enabling consistent and effective privacy protections that minimize risk, and ensure the confidentiality of personal information;

advise staff and the Board on privacy matters, consulting with internal resources, external organizations, and liaising with legal representation as required;

work to ensure the Board maintains the appropriate privacy and confidentiality consent procedures, authorization forms, and information notices for services and programs

evaluate develop and deliver training and education on records and privacy management;

work in collaboration with the Privacy Commission of Ontario (IPC) when dealing with privacy breaches;

administer the board’s privacy policy;

coordinate Privacy Impact Assessments to determine compliance of new, existing and modified processes/software with Privacy legislation;

monitor legislative changes;

develop an internal employee privacy handbook, internal newsletters and other communication tools to provide a knowledge base for privacy requirements to internal and external stakeholders;

Qualifications:

Degree in Information Sciences (Bachelor/Masters);

Certified Information and Privacy Professional (CIPP) and/or Certified Privacy Manager (CIPM) preferred;

relevant experience in the field of privacy, freedom of information and records management;

demonstrated experience in and awareness of records and privacy management legislation;

experience in leading and conducting privacy impact assessments (PIAs);

experience in PHIPA and MFIPPA, including freedom of information requests;

strong leadership skills with a proven ability to take lead on projects and initiatives;

strong interpersonal skills to deal effectively with individuals from multiple disciplines throughout all levels of the organization.

Salary:

PASS Job Category 8 - $83,141- $103,843
