Description
As a member of the Research Development & Strategy management team, the Provincial Manager, Healthy Future Sask is responsible and accountable for the planning, development, implementation and maintenance of the provincial Healthy Future Sask (HFS) program, one of seven regional cohorts across ten provinces comprising the Canadian Partnership for Tomorrow’s Health (CanPath) pan-Canadian partnership.
The Provincial Manager, Healthy Future Sask is responsible for diverse functions including: design and implementation of HFS data collection (survey, biological samples and biometric data); design, implementation and maintenance of province wide participant recruitment and engagement; access, maintenance, cleaning, linkage, storage and security of HFS data; and contract development for access, use and publication of HFS data for research and quality improvement as per the mandate of HFS. Interaction and engagement with the public is also a key responsibility in the areas of advertising, recruitment, on-going engagement, including the initial and subsequent Healthy Future Sask survey and biosample/biometric data collection and implementation.
This operational role is responsible for directly managing people, processes and technologies, ensuring that Healthy Future Sask works in a fully integrated and efficient manner within the SCA and with the other regional cohorts of CanPath and the CanPath National Coordinating Centre (NCC). This position works in partnership and collaboration across the SCA, the Province (stakeholders include: SHA, Universities of Saskatchewan and Regina, Ministry of Health), the country (other Canadian cohorts, universities and health care institutions), and the NCC to generate and provide high quality data and biological samples and to ensure research access processes are fair, transparent and efficient. The Provincial Manager ensures accountability measures are established and program outcomes are measured and evaluated. In addition, the position is responsible for ensuring that all documentation is maintained and current, and that all procedures pertaining to data and participant privacy are carried out in a way that is compliant with organizational policies and provincial legislation.
The Provincial Manager, Healthy Future Sask will play an integral role in setting the direction for future success of the Healthy Future Sask program. It will be the role of the successful incumbent to be a strong leader and manager who can operationalize priorities identified with the Scientific Director and the CanPath NCC.
The Provincial Manager may be expected to act in the absence of the Director.
MANAGERIAL ACCOUNTABILITIES
- As a member of the Research Development & Strategy team, contributes to the development of the Agency’s strategic and operational plans with measurable targets, and executes the plans that are the responsibility of the Provincial Manager. Delivers clear direction and the appropriate level of support (e.g. systems, processes, resources, and guidance) to staff in the implementation of the Healthy Future Sask program.
- Coaches and mentors staff, develops and implements operational controls and work standards to ensure the department meets or exceeds provincial, federal or other regulatory requirements.
- Cultivates an environment where people are committed to achieving results collectively and holds staff accountable. Builds a strong team with complementary experience and skills. Promotes innovative thinking and a collaborative environment within the unit by creating an engaging environment, drawing out and utilizing diverse perspectives to generate solutions.
- Develops and monitors the Healthy Future Sask’s budget allocations. Accountable for evaluating and monitoring the resourcing, implementation and evaluation of program/service performance and outcomes within their responsibility. Is attentive to effective operations, and confirms standards, principles and processes are established and followed. In addition, responsible in collaboration with the Director, to seek and secure on-going funding opportunities for Healthy Future Sask.
- Develops and maintains strong working relationships within the department/division, with other Agency staff, other departments/divisions, as well as with external stakeholders.
- Communicates with integrity when dealing with other Agency staff and external stakeholders. Models the Agency’s values through decisions and actions.
SPECIFIC ACCOUNTABILITIES
The Provincial Manager, Healthy Future Sask is responsible for delivering the following accountabilities:
- Leads the planning, development, implementation and maintenance of the Healthy Future Sask program through:
- Being the Data Steward of Healthy Future Sask survey, biosample and biometric data, this includes data security, maintenance, access and provision.
- Engagement, leadership and consultation with provincial and national stakeholders to develop support for and ongoing engagement and involvement in Healthy Future Sask, a regional cohort of CanPath
- Development, maintenance and monitor compliance of standard operating procedures in alignment with other regional and national standards, rules and regulations including privacy and research ethics.
- Ensuring that a communications plan is developed to support stakeholder engagement, and volunteer participant recruitment, retention and ongoing engagement. This includes the development, implementation and use of a visual identity and branding for Healthy Future Sask consistent with Agency and national standards, and the development, maintenance and ongoing monitoring and continuous improvement of a Healthy Future Sask website and social media presence.
- Ensuring that a new IT infrastructure and platform is developed, implemented and maintained to support a research platform for the collection, storage and use of Healthy Future Sask participant data.
- Ensuring processes, standards and contractual agreements are in place, monitored and adhered to, to support the collection, storage, provision and use of participant biosamples. These contractual agreements could span multiple organizations depending on the complexity of the project that it is supporting. These agreements must also align with SCA requirements.
- Ensuring legislative and regulatory requirements are met and adhered to for research (Research Ethics Board) and participant privacy (Privacy Impact Assessment).
- Ensuring the Healthy Future Sask program is ready, has processes and can execute recruitment of volunteer participants at initial implementation and over the lifespan of Healthy Future Sask for subsequent surveys, biosample and biometric data collection as well as evaluation and analysis of program activities in harmonization with provincial and national standards.
- Leads the recruitment and collection of volunteer participant data and biosamples through:
- Design, implementation and maintenance, keeping in mind new and emerging engagement methods, of a public awareness campaign and on-going participant communication.
- Designing, acquiring and maintaining participant consent and ensure that consent is in compliance with privacy and ethics regulations provincially.
- Initial and on-going engagement and recruitment of the public with a goal to enroll a volunteer participant base of eligible Saskatchewan residents. This participant base would also need to be engaged throughout the Healthy Future Sask lifespan as there will be subsequent data collections.
- Quality assurance of participant data to align with the CanPath national harmonized data set.
- Development, implementation, facilitation and ongoing engagement of a provincial Healthy Future Sask governance structure including a Scientific Advisory Committee and Partner Advisory Committee that aligns with CanPath’s pan-Canadian strategic directions, scientific priorities, continuing development and oversight of operations.
- Leads the development, implementation, maintenance and monitoring of data access guidelines and processes, ensuring processes are in place for provision and access to data and biologic samples for approved research. These guidelines will also need to be monitored and adjusted over time as they evolve over the lifespan of Healthy Future Sask.
- Provides leadership for the Healthy Future Sask program as the regional representative on national CanPath governance committees and working groups including:
- CanPath Operations Committee
- CanPath Biosamples Standing Committee
- CanPath Harmonization Standing Committee
- CanPath Communications Group
- CanPath Access Infrastructure Working Group
- Assigns resources (both human and capital) to support the planning, implementation, maintenance and coordination of the Healthy Future Sask program as required.

The other position is Provincial Manager, Research Support (1). There are five (5) classifications that report to the Provincial Manager, Healthy Future Sask: they are Program and Policy Consultant, Biobank Specialist, Technical Assistants, Administrative Assistant and Registered Nurses. POSITION QUALIFICATIONS
- Master’s degree in a health-related field.
- Minimum five (5) years of progressive experience in research, or an equivalent combination of education and experience.
- Experience managing/supervising teams and stakeholders.
- Experience in compliance and risk management connected to research projects, grants, and awards.
- Experience in research budget development, monitoring, and reporting.
- Experience with research contract administration, including evaluating and implementing research related agreements.
- Experience overseeing the review, evaluation, and editing of research grants.
SKILLS AND ABILITIES
- Strong interpersonal, planning, organization, facilitation, analytical, problem-solving, conflict resolution, project management, and change management skills.
- Strong knowledge of provincial and federal research funding agencies and programs, and their guidelines, policies, and procedures.
- Understanding of a range of research and evaluation methodologies and methods. Familiarity with Research Ethics processes.
