General Accountability:

The Quality Improvement Consultant reports to the Provincial Manager, Quality and Strategy and is accountable for providing leadership in using quality improvement and project management methodology to support strategic priorities and process improvements throughout the Agency.  The position is the Agency’s subject matter expert in systems analysis and performance optimization, risk identification and reduction, and accreditation compliance.  The position works with leadership to foster an organizational culture focused on project management, continuous and meaningful quality improvement, patient and staff safety, and informed risk management. 

The position acts as a change agent and greatly influences achievement of Agency identified outcomes and enhanced system performance through the use of change management, project support, improvement events, mistake proofing projects, value stream mapping, 5S and Kanban activities, daily visual management, standard work development, root cause analysis, and unusual occurrence reporting and management processes.

The position will be primarily focused on providing project management and quality improvement support for SCA strategic priorities.

QUALIFICATIONS

  • Bachelor’s degree in clinical or allied health field, business administration, public administration or healthcare administration or project management.  Master’s degree is an asset.
  • A minimum of three (3) years’ experience in a leadership role in a healthcare setting.
  • Experience managing complex projects using formal methodologies is an asset
  • Experience in quality improvement and/or the use of established enterprise risk management methodologies, such as root cause analysis and failure mode and effects analysis, is an asset.
  • Experience in leading complex, multidisciplinary projects, as well as facilitating teamwork or multi-disciplinary case reviews, organizational change, process improvement, coaching/teaching, group processes, conflict resolution and group decision-making is an asset.
  • A combination of education and leadership experience may be considered.
  • Certification as a Lean Leader or willing and able to complete Lean training within two years of hire.
  • Membership in a recognized project management/risk management / quality improvement association is an asset.

Skills:

  • Strong interpersonal, planning, organization, facilitation, analytical, problem-solving, conflict resolution, project management, and change management skills.
  • Solid leadership and management competencies, consistent with Agency expectations for individuals in leadership and management roles. 
  • Capable of communicating effectively and with diplomacy, both in writing and verbally, including communication of complex ideas to a variety of audiences. 
  • Knowledge of culturally responsive care for First Nations and Métis people.
  • Sound knowledge of continuous quality improvement theory, methodologies, and tools to leverage as a change agent.
  • Sound knowledge of enterprise risk management programs. 
  • Knowledge of statistics, data collection and analysis techniques.
  • Proficiency working in a computer-based environment using Windows, SharePoint, and Microsoft Office.
